today met with the top United Nations disarmament official, just back
from Damascus, on the chemical weapons investigation and the latest
developments in Syria. The meeting comes as the UN inspection team
arrived in the Netherlands earlier today to carry out a rapid analysis
of samples gathered.
UN Spokesperson Martin Nesirky

in New York that Mr. Ban met with UN High Representative for
Disarmament Affairs Angela Kane for over an hour.
"Ms. Kane briefed the Secretary-General on her trip and on the current
status of the investigation," Mr. Nesirky said, adding that that she
thanked the Syrian Government and opposition for their cooperation
during this mission. Ms. Kane had been in Damascus, at Mr. Ban's
request, meeting with the Syrian Government to facilitate access for
the team of inspectors, who arrived on 18 August.
"Ms. Kane reported that the mission was able to conduct a wide range
of fact-finding activities pertaining to the 21 August incident in the
Ghouta area," he added.
The inspection team, led by Swedish scientist Dr. Åke Sellström, is
now in The Hague, the headquarters of the Organization for the
Prohibition of Chemical Weapon (OPCW), which is assisting the probe,
along with the UN World Health Organization (WHO).
The team will spend the day collating the samples and other evidence
prior to sending them for testing in laboratories in Europe.
As soon as the team receives the results of the laboratory analysis of
its samples, the conclusions will be transmitted to Mr. Ban who "looks
forward to receiving the findings as soon as possible" so they can be
promptly presented to the 193 Member States and to the Security
Council, Mr. Nesirky said.
Mr. Ban spoke briefly to Mr. Sellström earlier today by telephone to
thank him for his work, the spokesperson said. Mr. Ban will be briefed
in more detail by him tomorrow. Mr. Nesirky also noted that Mr. Ban is
in touch with Ambassador María Cristina Perceval of Argentina, which
holds the rotating Security Council presidency for August, and with
Ambassador Gary Quinlan of Australia, which will take the presidency

Awá-Guajá people NOT TO BE CONFUSED WITH Awa-Kwaiker people who are of Drug areas northern Ecuador (provinces of Carchi and Sucumbios) and southern Colombia
in the eastern Amazon forests of Brazil. There are approximately 350
members and 100 of them have no contact with the outside world. Their
language is in the Tupi–Guaraní family. Originally living in
settlements, they adopted a nomadic lifestyle about 1800 to escape
incursions by Europeans. During the 19th century, they came under
increasing attack by settlers in the region, who cleared most of the
forests from their land. From the mid-1980s onward, some Awá moved to
government-established settlements, but for the most part they were
able to maintain their traditional way of life, living entirely off
their forests, in nomadic groups of a few dozen people, with little or
no contact with the outside world.
In 1982, the Brazilian government received a loan of 900 million USD
from the World Bank and the European Union. One condition of this loan
was that the lands of certain indigenous peoples (including the Awá)
would be demarcated and protected. This was particularly important for
the Awá because their forests were increasingly being invaded by
outsiders. There were many cases of tribespeople being killed by
settlers, but perhaps more significantly, the forest on which they
depend was being destroyed by logging and land clearance for farming.
Without government intervention it seemed very likely that the Awá and
their ancient culture would become extinct.
However, the Brazilian government was extraordinarily slow to act on
its commitment. It took twenty years of sustained pressure from
campaigning organisations such as Survival International and the
Forest Peoples Programme before, in March 2003, the Awá's land was
finally demarcated.
During this time, encroachment on their land and a series of massacres
had reduced Awá numbers to about 300, of whom only about 60 were still
living their traditional, isolated, hunter-gatherer way of life.

Sanpoil Christening and Inaugural sailing
On Wednesday, August 14th we had well over 300 people join us on the shores of the Columbia River for the Christening and Inaugural Sailing of the M/V (Motor Vessel) Sanpoil, our new ferry vessel.
Just prior to the event, two US Navy A-6 Prowler fighter jets flew over the site and the 560th US Air Force Band Brass Quintet played a variety of tunes on the vessel deck.
The crowd then gathered on the deck as Sanpoil Tribal Elder Glen James offered a prayer and blessing for the boat, Colville Business Council member Ben Marchand performed Tribal Honor Songs, and Tribal Chair Michael Finley addressed the group about the unique government to government partnership that enabled construction of the vessel. Secretary of Transportation, Lynn Peterson, was also on hand to officially accept the vessel from the contractor, Foss Maritime.
Community and Tribal Elder, Jeanne Jerred was the "Sponsor" of the Sanpoil. The "sponsor" of a vessel holds a very important role. Maritime traditions hold that the vessel sponsor is someone who is instrumental in the life of the vessel. Ms. Jerred was an early supporter of the need for a new ferry. She lives in the Keller area and was on the vessel naming committee. According to tradition, after a new vessel is launched and Christened, it becomes a living entity. Over its sailing life this ferry may have many individual operators and crew members, but the sponsor is the one and only person who will continually be part of the crew and her name will live on with this boat. In that role, the sponsor bestows luck and divine protection for the ship, the sponsor imparts personality to the ship, and advocates for its continued service and well-being. Of course, the first official duty of the Sponsor is to Christen the vessel by smashing the bottle of champagne on the hull. In this case, we used a special non-alcoholic mixture in a bottle made especially for events like this.
Following the Christening, the boat made three Inaugural Sailing voyages carrying passengers on a tour of the river crossing. After those trips were completed, the ferry entered regular service and began carrying vehicles across the lake.
As with any new vessel, there are always a few "shakedown" issues that need to be addressed. Although the Sanpoil is a new boat, the terminal ramps on the shores are the same ramps used by the old Martha S. The ramps were refurbished with new decking, flotation, and electrical systems. One issue that our engineers are still refining is the shore ramp and terminal ramp connection angle. Because the Sanpoil hull rides higher in the water, some vehicles with long overhangs have been having some difficulty loading and unloading. Until the vessel and terminal went into service, we could only estimate the clearances. Now that there is regular use, our engineers can work out the appropriate angles. We appreciate everyone's patience and should have adjustments in place shortly.

Move over and slow down
Our high-speed highways can be a tough place for emergency crews and our maintenance crews to work. Here in Washington state we have a law that helps protect people working alongside fast moving vehicles - the Move over or Slow Down law, RCW 46.61.212.
Here's how the law works:
The original Move Over Law was passed in 2007 in an effort to protect emergency workers who were stopped on the highways conducting their business. On a highway having four or more lanes, at least two of which are intended for traffic proceeding in the same direction as the approaching vehicle, proceed with caution and, if reasonable, yield the right-of-way by making a lane change or moving away from the lane or shoulder occupied by the stationary authorized emergency vehicle or police vehicle. On a two-lane highway, reduce your speed and move toward the center line to provide extra room for the vehicles on the shoulder, while also keeping alert for oncoming traffic.
Since 2007, the number of collisions involving emergency vehicles and workers has increased instead of decreasing. In 2010, legislation was submitted and passed to amend the old law to include an "Emergency Zone." The Emergency Zone Law was passed in the aftermath of growing numbers of police, emergency technicians, tow operators, and Department of Transportation workers being struck during routine traffic stops, collision/accident response, impounding/ towing vehicles, and highway construction projects.
An Emergency Zone is defined as the adjacent lanes of the roadway 200 feet (10 car lengths) before and after a stationary emergency vehicle with flashing lights, a tow truck using red lights, an emergency assistance vehicle using warning lights, or any police vehicle using emergency lights. The fine doubles for vehicles exceeding the posted speed limit in an Emergency Zone.
Please keep in mind that highway workers also perform many tasks along the highways and the same consideration increases the safety of their work area as well.
Emergency workers, our maintenance crews, and their families will appreciate it and thank you for watching out for them.

Annual bicycle and pedestrian count is Oct. 1 - 3
Each year WSDOT joins with others in the community to get an accurate count of alternative modes of transportation. Here are the details of the upcoming 2013 effort:
Nearly 60,000 bicyclists and pedestrians were counted by volunteers across Washington during a three-day survey in 2012. About 400 volunteers will be needed again this fall to count the number of people who ride bike, or walk to their destinations.
According to Secretary of Transportation, Lynn Peterson, counting bicyclists and pedestrians helps us more accurately measure demand, gauge the results of our investments and plan for future improvement projects. We couldn't document the number of people walking and biking without the help of many volunteers from across the state.
For this sixth annual survey, the Washington State Department of Transportation and the Cascade Bicycle Club are enlisting volunteers and organizations like FeetFirst and the Bicycle Alliance of Washington to help count the number of people bicycling and walking on paths, bike lanes, sidewalks, and other facilities Tuesday, Oct. 1, through Thursday, Oct. 3. Counts will be taken in a least 38 cities throughout the state.

WSDOT's count is part of the National Documentation Project, an annual bicycle and pedestrian count and survey effort that is sponsored by the Institute of Transportation Engineers Pedestrian and Bicycle Council. "Hi. I just wanted to comment on a couple of things. I live off of State Hwy 291 and am in the middle of the repaving work from Division to Milepost 11 and want to state that this has gone very well. I have been impressed by the quality of the work overall and how little disruption it has made for those of us who use this route regularly. Thank you.
I also want to thank you for maintaining the rest stops on so many of the highways in the state. I use them regularly and am pleased that they are always tidy, well lit and well supplied and I feel safe stopping there even when traveling alone.

Since August 21 2013 a perplexing approach to Congress on Fuel Index lets approach for the Tax Payers concern Internation
drought have created the potential for
active to extreme fire behavior in Southern California.
Discussion: All of California is experiencing drought conditions.
Effects of lower than normal live and dead
fuel moistures and observed fire behavior for 2013 are the focus of
this advisory. Although some areas received
locally heavy monsoonal precipitation, it was of short duration. It
will only have a temporary effect on fuel
conditions.
Difference From Normal Conditions: Drought conditions ranging from
abnormally dry to severe exist and
are expected to persist or intensify. The entire area is deficient in
rainfall and snow pack, resulting in fuels that
are 4-8 weeks ahead of normal drying/curing rates.
Concerns to Firefighters:
Energy Release Component (ERC) values at numerous weather stations
are well above normal and
many are at record maximums. Expect increased fire intensity and
spread rates in these areas. Early
season extreme fire behavior has been observed especially in brush
fuel types. Anticipate increased
spread rates, spotting, and active night time burning.
The combination of persistent drought and record-low rainfall and
snowpack amounts has led to very
low live and dead fuel moistures. Low 1000-hour fuel moistures have
been evidenced by complete
consumption of dead fuels on recent fires. Live fuel moistures for
Chamise have already reached critical
levels of 60% or less in many areas. Expect fires to ignite easier and
spread faster. Anticipate
higher resistance to control in all fuel types.
Active fire behavior can extend well into the night and early
morning hours even with moderate RH
recovery. Already this year, Southern California has experienced large
fire activity and multiple team
deployments. It is important to be mindful of and manage fatigue for
all resources. Everyone, every
day, returns home safely.
Mitigation Measures:
Local and inbound fire personnel need to be aware that fire behavior
is exceeding normal expectations
for this time of the year. Local briefings need to be thorough and
highlight specific fire
environment conditions. These include but are not limited to local
weather forecasts, Pocket
Cards, ERC's, live and dead fuel moistures, and special fuel
conditions such as mortality,
Sudden Oak Death and frost killed brush, etc.
Suppression actions need to be based on good anchor points, escape
routes, and safety zones.
Remember LCES. Experienced lookouts are essential under these conditions.
Base all actions on current and expected behavior of the fire.
Augment initial attack resources as
incident activity dictates.

Remembering Bertha's roots: two years of SR 99 tunnel construction in the books
A lot can happen in two years. Just ask Bertha, the SR 99 tunneling machine. Two years ago this week, Bertha existed only on paper and her launch-pit site was little more than a field of dirt where the south end of the viaduct once stood. Our contractor, Seattle Tunnel Partners, had just received the go-ahead to complete final design and begin building the SR 99 tunnel.

Seems easy when you watch it all unfold in three minutes, but it was considerably more challenging in real time. Trust us. Here's how it all played out:
Preparing Bertha's path
By fall 2011, construction was in full swing. Crews were moving utilities and preparing to reroute six blocks of waterfront traffic to a newly improved road beneath the Alaskan Way Viaduct. The traffic switch took place the following spring, clearing a path for crews to begin strengthening the ground along the initial section of the tunnel route.
The digging before the digging
Summer 2012 saw Bertha's launch pit beginning to take shape to the west of Seattle's stadiums. Over the next year, crews would remove 86,000 cubic yards of soil from the ground.
Tunneling machine gets a name and a voice to go with its giant green face
A contest among Washington students in fall 2012 gave the world's largest tunneling machine a name – Bertha – after Seattle's first and only female mayor, Bertha Knight Landes. Soon after, @BerthaDigsSR99 took to Twitter to announce her presence. She's been tweeting updates to her followers ever since.
Bertha on the move
Bertha saved her biggest moments for 2013 – a two-week journey by ship from Japan in spring, followed by her push through the north wall of the launch pit on July 30.
Looking ahead
Tunneling is about moving forward rather than looking back, particularly with Bertha's biggest challenges yet to come. Still, as we mark two years of tunnel construction, it's worth taking a moment to remember all the hard work that set the stage for her historic journey.
Now, back to the digging.
Waterfront Seattle EIS scoping period: Aug. 14 – Sept. 25
The Seattle Department of Transportation (SDOT) is preparing an Environmental Impact Statement (EIS) on elements of the proposed Waterfront Seattle project including Alaskan Way, the pedestrian promenade, and the overlook walk.
EIS scoping meeting:

- Seattle City Hall, Bertha Knight Landes Room
- 600 Fourth Avenue
- The meeting will be an open house format, and is free and open to all.
Milepost 31 speaker series – Learn about the buildings that support the tunnel systems
The new SR 99 tunnel's vital functions – safety, lighting and ventilation systems – will be controlled from buildings located at both ends of the tunnel. Crews have already begun construction of the building at the south end just to the east of the tunneling machine's launch pit. Join us for the next speaker series to learn about these sophisticated buildings, how they are sustainably designed, and what the completed structures and their surroundings will look like.
