Lasting solutions in Africa must address the links between peace,
security and development, Secretary-General Ban Ki-moon said today,
urging participants at an international conference to work through
global dialogue to address the socio-economic and environmental
dimensions of sustainability on the continent.

In his keynote address to the fifth Tokyo International Conference on
African Development (TICAD V), Mr. Ban described the gathering as "a
call to action." Convened every five years since 1993, TICAD aims to
promote high-level policy dialogue between African leaders and their
partners and to mobilize support for African-owned development
initiatives.

"Africa is on the rise," Mr. Ban said. "The goals of TICAD are the
UN's goals. We are committed to helping Africa realize the MDGs
[Millennium Development Goals]. We will make sure Africa's priorities
are fully reflected in our post-215 development agenda."

Turning to the economy, Mr. Ban urged participants to "build on
Africa's trade opportunities, high investment returns and wealth of
potential."

The continent's economic growth averages almost six per cent each
year, Mr. Ban said.

According to the International Monetary Fund's World Economic Outlook,
sub-Saharan Africa grew at a robust 5.1 per cent in 2012 and is
expected to rise to 5.5 per cent this year and 6 per cent next year.
The global economy growth is estimated at 3.3 per cent this year and 4
per cent in 2014. While the continent's trade jumped to over a
trillion dollars in recent years.

By 2015, seven of the world's top ten fastest-growing economies will
be in Africa, the IMF reported.

Included on the list is the Democratic Republic of the Congo. Mr. Ban,
his envoy to the Great Lakes, Mary Robinson, and the President of the
World Bank, Jim Yong Kim, just returned from a first of its type visit
there to show support for a new peace framework in the region and to
emphasize that development is the foundation for peace.

"We traveled together to emphasize that development is the foundation
for peace," Mr. Ban said.

He noted that many African countries have made "great progress" on the
MDGs and are directly involved in discussions about the post-2015
sustainable development agenda.

"Many African Governments understand the value of investing in
people," Mr. Ban stressed, but noted that millions of Africans lack
jobs, health care and food, and suffer under conflicts.

At TICAD, Mr. Ban urged participants to "advance progress on
education, health and women's empowerment and unleash the power of
Africa's vibrant youth."

The current global cohort of young people are part of a group of 1.2
billion -- the largest ever population of youth in history. To harness
their energy and creativity for the benefit of all, the United Nations
has launched a series of actions, including the appointment by the
Secretary-General of a Youth Envoy, Ahmad Alhendawi, and the
elaboration of the System-Wide Action Plan on youth (SWAP).

On environment, Mr. Ban noted that millions of Africans are affected
by climate change, although they "did not do much to cause the
problem," they will need more help coping with its effects.

"That is why I am working for a global, legally binding, universal
climate agreement by 2015," Mr. Ban said. "To build momentum, I am
inviting leaders from around the world to a high-level meeting on
climate change in New York next year."

He added that climate change can be an opportunity by realizing
Africa's enormous potential for clean energy, leapfrogging existing
fossil-fuel energy sources and, in the process, cut greenhouse gas
emissions and improve public health.
Less than 1 per cent of all patent applications relating to clean
energy technology (CET) have been filed in Africa, according to a
study released last month by the UN Environment Programme (UNEP) and
the European Patent Office (EPO).
The study also found that hydropower, the most commonly used renewable
energy source, is estimated to be utilized at just 4.3 per cent of the
continent's total capacity -- although recent years have seen efforts
to ramp up clean energy, with North African nations leading in solar
and wind categories, Kenya in geothermal, Ethiopia in hydro and
Mauritius in bioenergy.

To spur action among governments, the private sector, and civil
society partners, Mr. Ban had launched his Sustainable Energy for All
initiative to mobilize commitments on sustainable energy and reach
universal access to modern energy services by 2030.

Today's conference comes one week after the 21st African Union Summit
in Addis Ababa, Ethiopia, which coincided with the 50th anniversary of
the AU's establishment, originally as the Organization of African
Unity (OAU), in 1963.

Speaking at the African Union headquarters, Mr. Ban declared that
while Africans forge ahead with "a new narrative" for their
continent's future, the United Nations would support them along the
way.

In his address today, Mr. Ban paid tribute to his hosts. He thanked
Japan for the more than a billion and a half dollars donated for
development activities.

The UN chief also noted in 2011, when the triple disaster hit
Fukushima, "the Japanese people stood firm for Africa."

Effective May 28, the Bureau of Land Management is implementing fire

Amador, Sacramento, Calaveras, Tuolumne, Stanislaus, Sutter and
Mariposa counties, about 230,000 acres.

"Interior Department to Hire Nearly 17,000 Young People to Work on
Public Lands This Year"
(BLM, 05/23/13) In response to President Obama's challenge to expand
employment opportunities for youth, Secretary of the Interior Sally
Jewell announced $4.2 million in grants to support conservation
employment and mentoring opportunities for more than 600 young people
ages 15-25 on public lands across the country. The grants...will
support 22 projects on public lands throughout the West. They are
funded through the America's Great Outdoors: Developing the Next
Generation of Conservationists initiative. In addition to providing
valuable conservation work experience, the grants will result in more
than 1,000 volunteer opportunities to expose young people to the great

"Recent Weeks at Fort Ord National Monument" (News.bytes Extra)
Special events from sheep grazing to mountain bike races were hosted
by the BLM's Fort Ord National Monument in recent weeks. A 24
hour-long mountain bike competition that stages from the adjacent
Laguna Seca Recreation Area and uses the world-class trails of the
National Monument was held Memorial Day weekend. It was preceded in
April by the Sea Otter Classic - North America's largest mountain bike
festival that draws 75,000 spectators. The BLM also recently hosted
the second annual Sheep Appreciation Day at the monument to help
expose hundreds of visitors to the sheep grazing industry, and the
ecological impacts of a well- managed grazing regime.

Sunrise Powerlink" (Imperial Valley Press, 5/30/13)
The Valley's first large-scale solar plant became the first to deliver
solar-generated power to Sunrise Powerlink and is set to energize
thousands of San Diego homes. This milestone, reached by Tenaska
Imperial Solar Energy Center South, was celebrated Wednesday by dozens
of officials and industry representatives who gathered for the
ceremonial "flipping of the switch." "This is the first solar project,
the second project total in Imperial County to be delivering across
the Sunrise Powerlink," said James Avery, San Diego Gas & Electric
senior vice president of power supply.

"Turbine Plans Unnerve Fans of Condors in California"

The California condor's slow 20-year climb back from the brink of
extinction has long been a fragile not-quite-success story in the
conservation world. So when the news came on Friday that developers of
a wind-energy project near the Mojave Desert would not face criminal
charges if the blades killed a single condor, environmental groups
expressed grave concern. Amy Krause, a spokeswoman for the
department's Bureau of Land Management, which is granting the wind
developer Terra-Gen Power a 30-year easement to put wind turbines on
its land, said there had been no recorded instances of condor
mortality associated with wind turbines. But in granting the easement,
she said, the government had to consider all possibilities, even

"Terra-Gen Gets OK on Wind Farm in Wake of Condor Decision"
(Los Angeles Times, 05/24/13)
Terra-Gen Power's 2,300-acre Alta Windpower Development project will
include equipment to detect incoming condors soon enough to switch off
the company's massive wind turbines before they slice into one of the
birds. "When it comes to wind energy production, this project is
leading the way in condor avoidance," said Hoyle, head of wind and
solar development for Terra-Gen.The high-tech equipment and other
steps Terra-Gen will take to avoid killing the endangered condors is
the chief reason that the U.S. Fish and Wildlife Service has granted
the company a unique exception to the Endangered Species Act. For the
first time, a company will not be prosecuted if it accidentally kills
a condor. The U.S. Bureau of Land Management, with approval from the
Fish and Wildlife agency, gave Terra-Gen a right of way to begin
construction of the 153-megawatt project.

"BLM Approves Wind Energy Project in Southern California" (BLM, 05/24/13)
The Bureau of Land Management (BLM) has approved the issuance of a
right-of-way grant to Alta Windpower Development, LLC (Alta Windpower)
to construct, operate, maintain and decommission a wind energy
generation facility capable of generating up to 153-megawatts of
power. Once fully operational, Alta Windpower expects the facility to
produce enough electricity to power approximately 45,000 homes. To
address potential impacts to sensitive species, the project will
utilize cutting-edge technology to detect and avoid impacts to the
California Condors and Golden Eagles. The project would employ an
estimated 260 workers during peak construction and create 15 permanent
jobs.

"Duck Daze is More Than Just Ducks!" (News.bytes Extra)
Spring was in full bloom as hundreds of kids and their families
flocked to experience the diversity of nature at the Hidden Valley
Nature Center in Riverside. Whether it was riding on the back of a

"Northern California Conservation Area Closed by Manhunt to Reopen"
(Los Angeles Times, 05/30/13)
Federal officials will reopen a 68,000-acre conservation area in
Northern California on Friday that was closed for two weeks because of
a manhunt for the suspected killer of his wife and two young
daughters. The manhunt, which at one point swarmed Petrolia with
heavily armed -- and armored -- law enforcement officers, including
from the U.S. Marshals Service, resulted in the closure of the vast,
rugged conservation area, said Jeff Fontana, a spokesman for the U.S.
Department of the Interior's Bureau of Land Management. "Closing isn't
something that we do often or take lightly," Fontana said. "It's been
15 days of law enforcement in the area. The suspect has not been
located and we're still going to ask people to pay attention to their
surroundings and to contact the sheriff if they see anything unusual."

May 15 as law enforcement agencies conducted a search for a suspect in
a triple homicide in Shasta County. The suspect has not been found.

leaked after Japan's Fukushima nuclear disaster in 2011 is unlikely to
make the general public and the majority of workers sick, a United
Nations scientific committee today said previewing a new report.

"Radiation exposure following the nuclear accident at
Fukushima-Daiichi did not cause any immediate health effects," the UN
Scientific Committee on the Effect of Atomic Radiation (UNSCEAR) today
said in a news release.

"It is unlikely to be able to attribute any health effects in the
future among the general public and the vast majority of workers," the
Vienna-based committee added.

The finding comes from a report in which more than 80 leading
international scientists analysed the available information on the
levels and effects of exposure following the March 2011 events in
Japan.

That draft report was scrutinized by 27 countries on the Scientific
Committee during its 60th session which started on 27 May, and is now
being revised and finalized for presentation to the UN General
Assembly.

"The Report has the full confidence of the Committee," said the
UNSCEAR chair, Carl-Magnus Larsson.

The actions taken to protect the public, such as evacuations and
sheltering, significantly reduced the radiation exposures that would
have otherwise been received, concluded the Committee.

"These measures reduced the potential exposure by up to a factor of
10. If that had not been the case, we might have seen the cancer rates
rising and other health problems emerging over the next several
decades," said Wolfgang Weiss, Chair, UNSCEAR report on radiological
Impact of the Fukushima-Daiichi accident.

The committee added that no radiation-related deaths or acute effects
have been observed among the nearly 25,000 workers at the accident
site, nor it is likely that excess cases of thyroid cancer due to
radiation exposure would be detectable.

A 9.0-magnitude earthquake created a tsunami that in addition to
killing 20,000 people, slammed into the Fukushima Daiichi nuclear
power station, disabling cooling systems and leading to fuel meltdowns
in three of the six units. The incident was reported to be the worst
nuclear accident since the 1986 Chernobyl disaster.

The committee drew on lessons from that disaster during their
discussions this week.

"The experience from the 1986 Chernobyl accident has shown us that
apart from any direct impact on physical health, the social and
societal effects, and their associated health consequences in the
affected population will need special attention in the coming years,"
Mr. Larsson said, noting the importance of long-term medical
follow-up.

In addition, he cautioned about the impact of stress, "Families are
suffering, and people have been uprooted and are concerned about their
livelihoods and futures, the health of their children…it is these
issues that will be the long-lasting fallout of the accident."

In addition, the session focused specifically on the potential impact
of radiation on children, which are affected differently by radiation.

"More research is needed to fully understand the risks and effects
following childhood exposure to radiation," said Fred Mettler, Chair,
UNSCEAR Report on Effects of Radiation Exposure on Children.

In February, the UN World Health Organization (WHO) released a report
in which it argued that health risks associated with the Fukushima
Daiichi nuclear power plant incident in Japan such as cancer are low
overall.

The "Health Risk Assessment from the nuclear accident after the 2011
Great East Japan Earthquake and Tsunami based on preliminary dose
estimation" reported, however, that for people in the most
contaminated area, the report estimates that there is a 70 per cent
higher risk of females exposed as infants of developing thyroid cancer
over their lifetimes.

In addition, the risk of leukemia increased by 7 per cent for males
exposed as infants, and for infant females there is a six per cent
higher risk of contracting breast cancer. The report also notes that
one third of the emergency workers who were inside the Fukushima
nuclear power plant have an increased risk of cancer.

Meanwhile, a UN-organized four-day workshop on further strengthening
nuclear and radiological emergency preparedness and response
capability today wrapped up in Fukushima.

More than 40 participants from 18 countries took part in the Response
and Assistance Network (RANET) workshop organized by the UN
International Atomic Energy Agency (IAEA).

The workshop is the first activity conducted by the IAEA RANET
Capacity Building Centre which opened earlier this month.

The Centre, created by the UN agency and the Government of Japan, is
home to several IAEA activities aimed at enhancing emergency
preparedness and response capacity, both in Japan and worldwide, in
light of the Fukushima Daiichi Nuclear power plant accident.May 31

Methow Airport radio frequency remains at 122.8

The radio frequency at the Methow Valley State Airport in Winthrop will stay at 122.8.
Pilot feedback prompted the Washington State Department of Transportation to consider changing Methow's Common Traffic Advisory Frequency (CTAF) from 122.8 to 122.9. Neighboring airports – namely Twisp Municipal, about six miles south – use the 122.9 CTAF.
While changing the CTAF to 122.9 would enable pilots in the common airspace to hear more of the surrounding activity, it would also result in the USDA Forest Service losing its UNICOM station license, which requires a 122.8 frequency. The UNICOM transmits pilot advisories when the Forest Service's North Cascade Smoke Jumpers use Methow for emergency operations and training.
Recently WSDOT surveyed Washington Pilots Association members for input on the frequency. Only eight people responded with about 71 percent in favor of keeping the CTAF at 122.8. WPA's board recommended making a decision that best preserves Forest Service safety and efficiency.
The Forest Service emphasized the importance of keeping the UNICOM because it helps to clearly identify aircraft landing and departing Methow, specifically during firefighting operations, emergencies and other high-use operations.

SEATTLE – To help travelers pass the collapsed Skagit River Bridge severing Interstate 5, the Washington state-sponsored Amtrak Cascades train service will roll out two extra train trips daily between Seattle and Bellingham. 
"Travelers need more options for travel and with the help of Amtrak, Sound Transit and BNSF, we were able to offer this great travel option," said state Transportation Secretary Lynn Peterson. "We are so fortunate that we have the relationships to make this urgent service a reality so quickly."
This third, temporary round trip will depart Seattle at 8:15 a.m. and departs Bellingham at 5:15 p.m. 
"Sound Transit is pleased to provide a Sounder trainset during the time this temporary service is in operation," said Sound Transit Board Chair and Pierce County Executive Pat McCarthy. "This additional service will help citizens avoid traffic congestion during the construction period, saving the public travel time as our organizations work together to bring a vital regional transportation artery back in operation." 
If passenger demand persists, the added round trip could remain in service until the Skagit River Bridge is repaired, rail officials said. 
"Thanks to the collaboration between Sound Transit, BNSF and WSDOT, Amtrak is pleased to be able to assist those who normally travel this heavy corridor by adding this additional round trip to the region," said Amtrak President and CEO Joe Boardman. 
Reservations are required and tickets are available now by visiting www.AmtrakCascades.com or by calling 1-800-USA-RAIL. The lowest-priced tickets for Seattle-Bellingham will be between $17 and $23 one-way. Fares between Seattle and Edmonds are as low as $7 one-way. Customers will be able to receive the lowest fares by buying online more than two weeks advance. 
"The performance of the additional service will be evaluated in two weeks and adjustments may be made at that time to meet customer demand," said WSDOT Rail Division Director Ron Pate. 
Sounder trains are commuter trains rather than the European-styled Amtrak Cascades regular trains so no food service will be provided. The Sounder train cars being used in the additional, temporary trips are extra coaches that Sound Transit will use for an added south line trip this fall, so current Lakewood-Seattle and Everett-Seattle Sounder service will not be affected.
Running time for the third round trip is two hours and 40 minutes.
In addition to station stops in Seattle and Bellingham, trains will also stop for passengers in Mount Vernon, Stanwood, Everett and Edmonds. Amtrak Cascades Thruway Buses also offer ten more trips through the area daily.

Freight alert: Oversize load restriction on I-5 Skagit Bridge detours

Location: I-5 at the Skagit River Bridge

Details: Due to the I-5 Skagit River bridge collapse, all I-5 traffic is being diverted to secondary highways and local roads in Burlington and Mt. Vernon. Oversize loads are prohibited on the detour routes from 7 a.m. to 8 p.m. daily. From 8 p.m. to 7 a.m., oversize loads must have a front and rear pilot car.

human trafficking is being fuelled by demand for sexual exploitation,
cheap labour, human organs, illegal adoption and forced marriages,
says a new report by an independent United Nations human rights
expert.

"However, the demand side should not be understood merely as the
demand for [the] services of victims of trafficking, but rather more
broadly, as an act that fosters any form of exploitation that, in
turn, leads to trafficking," UN Special Rapporteur on trafficking in
persons, Joy Ngozi Ezeilo,

in her report to the UN Human Rights Council.

"Measures taken by States to discourage demand have often focused
exclusively on demand for commercial sexual exploitation, particularly
of women and girls, and neglected other forms of demand, such as
demand for exploitative labour and sale of organs," Ms. Ngozi Ezeilo
noted.

Human trafficking is a multi-billion dollar industry that has trapped
millions of people into forced labour and domestic servitude, sexual
work and child soldiering, among other ills.

The UN has a Global Plan of Action to Combat Trafficking in Persons.
Adopted in 2010, the Plan calls for integrating the fight against
human trafficking into the UN's broader programmes to boost
development and strengthen security around the world. It focuses on
four pillars – preventing trafficking, prosecuting offenders,
protecting victims and forming partnerships to fight trafficking.

In her report, Ms. Ngozi Ezeilo urges Governments worldwide to broaden
their perception of the problem, stressing that the demand side of
trafficking generally refers to the nature and extent of the
exploitation of the trafficked persons after their arrival at the
point of destination, as well as the social, cultural, political,
economic, legal and developmental factors that shape the demand and
facilitate the trafficking process.

"States have a responsibility to protect against human rights abuses,
including trafficking in persons and exploitation of persons by third
parties, including business enterprises and criminal associations,
through appropriate policies, regulation and adjudication," she said.

"Businesses must be seen as an important partner in the fight against
trafficking in persons," she underscored, adding that in a majority of
trafficking cases that have been brought to her attention, private
actors are often implicated – particularly in the context of labour
exploitation.

Ms. Ngozi Ezeilo noted that human trafficking is a risk in a wide
range of industries and sectors integrated into global markets,
including agriculture and horticulture, construction, garments and
textile, hospitality and catering, mining, food processing and
packaging.

She also stressed the importance of ensuring that anti-trafficking
measures do not adversely affect the human rights and dignity of
persons, especially those who have been trafficked.

Independent experts, or special rapporteurs, are appointed by the
Geneva-based Council to examine and report back on a country situation
or a specific human rights theme. The positions are honorary and the
experts are not UN staff, nor are they paid for their work.May 31 2013
