"BLM Announces Fire Restrictions for Lands Managed by Mother Lode
Field Office" (BLM, 05/24/13)
Effective May 28, the Bureau of Land Management is implementing fire
restrictions on public lands managed by the Mother Lode Field Office.
This includes BLM-managed lands in Nevada, Yuba, Placer, El Dorado,
Amador, Sacramento, Calaveras, Tuolumne, Stanislaus, Sutter and
Mariposa counties, about 230,000 acres.

"Interior Department to Hire Nearly 17,000 Young People to Work on
Public Lands This Year"
(BLM, 05/23/13) In response to President Obama's challenge to expand
employment opportunities for youth, Secretary of the Interior Sally
Jewell announced $4.2 million in grants to support conservation
employment and mentoring opportunities for more than 600 young people
ages 15-25 on public lands across the country. The grants...will
support 22 projects on public lands throughout the West. They are
funded through the America's Great Outdoors: Developing the Next
Generation of Conservationists initiative. In addition to providing
valuable conservation work experience, the grants will result in more
than 1,000 volunteer opportunities to expose young people to the great

representative to attend Higher Education Week II (HEW II) at local
Imperial County high schools earlier this week. The event is held

"Recent Weeks at Fort Ord National Monument" (News.bytes Extra)
Special events from sheep grazing to mountain bike races were hosted
by the BLM's Fort Ord National Monument in recent weeks. A 24
hour-long mountain bike competition that stages from the adjacent
Laguna Seca Recreation Area and uses the world-class trails of the
National Monument was held Memorial Day weekend. It was preceded in
April by the Sea Otter Classic - North America's largest mountain bike
festival that draws 75,000 spectators. The BLM also recently hosted
the second annual Sheep Appreciation Day at the monument to help
expose hundreds of visitors to the sheep grazing industry, and the
ecological impacts of a well- managed grazing regime.

"Imperial County First Large Scale Solar Plant Starts Energizing
Sunrise Powerlink" (Imperial Valley Press, 5/30/13)
The Valley's first large-scale solar plant became the first to deliver
solar-generated power to Sunrise Powerlink and is set to energize
thousands of San Diego homes. This milestone, reached by Tenaska
Imperial Solar Energy Center South, was celebrated Wednesday by dozens
of officials and industry representatives who gathered for the
ceremonial "flipping of the switch." "This is the first solar project,
the second project total in Imperial County to be delivering across
the Sunrise Powerlink," said James Avery, San Diego Gas & Electric
senior vice president of power supply.

"Turbine Plans Unnerve Fans of Condors in California"
(The New York Times, 05/25/13)
The California condor's slow 20-year climb back from the brink of
extinction has long been a fragile not-quite-success story in the
conservation world. So when the news came on Friday that developers of
a wind-energy project near the Mojave Desert would not face criminal
charges if the blades killed a single condor, environmental groups
expressed grave concern. Amy Krause, a spokeswoman for the
department's Bureau of Land Management, which is granting the wind
developer Terra-Gen Power a 30-year easement to put wind turbines on
its land, said there had been no recorded instances of condor
mortality associated with wind turbines. But in granting the easement,
she said, the government had to consider all possibilities, even

"Terra-Gen Gets OK on Wind Farm in Wake of Condor Decision"
(Los Angeles Times, 05/24/13)
Terra-Gen Power's 2,300-acre Alta Windpower Development project will
include equipment to detect incoming condors soon enough to switch off
the company's massive wind turbines before they slice into one of the
birds. "When it comes to wind energy production, this project is
leading the way in condor avoidance," said Hoyle, head of wind and
solar development for Terra-Gen.The high-tech equipment and other
steps Terra-Gen will take to avoid killing the endangered condors is
the chief reason that the U.S. Fish and Wildlife Service has granted
the company a unique exception to the Endangered Species Act. For the
first time, a company will not be prosecuted if it accidentally kills
a condor. The U.S. Bureau of Land Management, with approval from the
Fish and Wildlife agency, gave Terra-Gen a right of way to begin
construction of the 153-megawatt project.

"BLM Approves Wind Energy Project in Southern California" (BLM, 05/24/13)
The Bureau of Land Management (BLM) has approved the issuance of a
right-of-way grant to Alta Windpower Development, LLC (Alta Windpower)
to construct, operate, maintain and decommission a wind energy
generation facility capable of generating up to 153-megawatts of
power. Once fully operational, Alta Windpower expects the facility to
produce enough electricity to power approximately 45,000 homes. To
address potential impacts to sensitive species, the project will
utilize cutting-edge technology to detect and avoid impacts to the
California Condors and Golden Eagles. The project would employ an
estimated 260 workers during peak construction and create 15 permanent
jobs.

"Duck Daze is More Than Just Ducks!" (News.bytes Extra)
Spring was in full bloom as hundreds of kids and their families
flocked to experience the diversity of nature at the Hidden Valley
Nature Center in Riverside. Whether it was riding on the back of a
camel, making dove calls, looking at planets or plants, cuddling a
kitten or a snake, in four hours about 1,000 visitors were treated to
booths that were as diverse as nature itself.

The Bishop Field Office staff and Seymour, the BLM mascot, attended
several Mule Days Celebration events in Bishop over the Memorial Day

The Mule Days Celebration has been going on in Bishop for the last 44

"Fifth Graders Enjoy a Day in the Desert" (News.bytes Extra)

resources of northeast California's high desert, in field trips to the

"Northern California Conservation Area Closed by Manhunt to Reopen"
(Los Angeles Times, 05/30/13)
Federal officials will reopen a 68,000-acre conservation area in
Northern California on Friday that was closed for two weeks because of
a manhunt for the suspected killer of his wife and two young
daughters. The manhunt, which at one point swarmed Petrolia with
heavily armed -- and armored -- law enforcement officers, including
from the U.S. Marshals Service, resulted in the closure of the vast,
rugged conservation area, said Jeff Fontana, a spokesman for the U.S.
Department of the Interior's Bureau of Land Management. "Closing isn't
something that we do often or take lightly," Fontana said. "It's been
15 days of law enforcement in the area. The suspect has not been
located and we're still going to ask people to pay attention to their
surroundings and to contact the sheriff if they see anything unusual."

has reopened to public use after two-week emergency closure. The Lost
Coast Trail, developed campgrounds, back country trails and wilderness

May 15 as law enforcement agencies conducted a search for a suspect in
a triple homicide in Shasta County. The suspect has not been found.

"Southside Trail Extension Continues in the Susan River Canyon"

leaked after Japan's Fukushima nuclear disaster in 2011 is unlikely to
make the general public and the majority of workers sick, a United
Nations scientific committee today said previewing a new report.

"Radiation exposure following the nuclear accident at
Fukushima-Daiichi did not cause any immediate health effects," the UN
Scientific Committee on the Effect of Atomic Radiation (UNSCEAR) today
said in a news release.

"It is unlikely to be able to attribute any health effects in the
future among the general public and the vast majority of workers," the
Vienna-based committee added.

The finding comes from a report in which more than 80 leading
international scientists analysed the available information on the
levels and effects of exposure following the March 2011 events in
Japan.

That draft report was scrutinized by 27 countries on the Scientific
Committee during its 60th session which started on 27 May, and is now
being revised and finalized for presentation to the UN General
Assembly.

"The Report has the full confidence of the Committee," said the
UNSCEAR chair, Carl-Magnus Larsson.

The actions taken to protect the public, such as evacuations and
sheltering, significantly reduced the radiation exposures that would
have otherwise been received, concluded the Committee.

"These measures reduced the potential exposure by up to a factor of
10. If that had not been the case, we might have seen the cancer rates
rising and other health problems emerging over the next several
decades," said Wolfgang Weiss, Chair, UNSCEAR report on radiological
Impact of the Fukushima-Daiichi accident.

The committee added that no radiation-related deaths or acute effects
have been observed among the nearly 25,000 workers at the accident
site, nor it is likely that excess cases of thyroid cancer due to
radiation exposure would be detectable.

A 9.0-magnitude earthquake created a tsunami that in addition to
killing 20,000 people, slammed into the Fukushima Daiichi nuclear
power station, disabling cooling systems and leading to fuel meltdowns
in three of the six units. The incident was reported to be the worst
nuclear accident since the 1986 Chernobyl disaster.

The committee drew on lessons from that disaster during their
discussions this week.

"The experience from the 1986 Chernobyl accident has shown us that
apart from any direct impact on physical health, the social and
societal effects, and their associated health consequences in the
affected population will need special attention in the coming years,"
Mr. Larsson said, noting the importance of long-term medical
follow-up.

In addition, he cautioned about the impact of stress, "Families are
suffering, and people have been uprooted and are concerned about their
livelihoods and futures, the health of their children…it is these
issues that will be the long-lasting fallout of the accident."

In addition, the session focused specifically on the potential impact
of radiation on children, which are affected differently by radiation.

"More research is needed to fully understand the risks and effects
following childhood exposure to radiation," said Fred Mettler, Chair,
UNSCEAR Report on Effects of Radiation Exposure on Children.

In February, the UN World Health Organization (WHO) released a report
in which it argued that health risks associated with the Fukushima
Daiichi nuclear power plant incident in Japan such as cancer are low
overall.

The "Health Risk Assessment from the nuclear accident after the 2011
Great East Japan Earthquake and Tsunami based on preliminary dose
estimation" reported, however, that for people in the most
contaminated area, the report estimates that there is a 70 per cent
higher risk of females exposed as infants of developing thyroid cancer
over their lifetimes.

In addition, the risk of leukemia increased by 7 per cent for males
exposed as infants, and for infant females there is a six per cent
higher risk of contracting breast cancer. The report also notes that
one third of the emergency workers who were inside the Fukushima
nuclear power plant have an increased risk of cancer.

Meanwhile, a UN-organized four-day workshop on further strengthening
nuclear and radiological emergency preparedness and response
capability today wrapped up in Fukushima.

More than 40 participants from 18 countries took part in the Response
and Assistance Network (RANET) workshop organized by the UN
International Atomic Energy Agency (IAEA).

The workshop is the first activity conducted by the IAEA RANET
Capacity Building Centre which opened earlier this month.

The Centre, created by the UN agency and the Government of Japan, is
home to several IAEA activities aimed at enhancing emergency
preparedness and response capacity, both in Japan and worldwide, in
light of the Fukushima Daiichi Nuclear power plant accident.May 31

UN HONOURS BANGLADESHI POET TAGORE FOR MESSAGES OF TOLERANCE AND
HARMONYNew York, May 30 2013 7:00PMThe United Nations today honoured
the Bangladeshi Nobel laureate, Rabindranath Tagore, whose collection
of poetry, <i>Gitanjali</i>, and its universal message of harmony are
the focus of an event at the Headquarters in New York aimed at
promoting mutual respect and cross-cultural understanding.

"Thou hast made me endless, such is thy pleasure. This frail vessel
thou emptiest again and again, and fillest it ever with fresh life,"
sang in Bangali Rizwana Chowdhury Bonnya, singer and associate
professor at Dhaka University, in an interpretive presentation of Mr.
Tagore's poem, "Endless, you have made me."

Hers was one of a dozen lingual expressions of Mr. Tagore's poems that
included representatives from Argentina, China, France, Japan and
South Korean, among others.

"His poems and music are like prayers for one's self enrichment,
purification and salvation," said Vice-President of the General
Assembly, Abulkalam Abdul Momen.

A fellow Bangladeshi, Mr. Momen praised Mr. Tagore as a role model,
"His firm stance against communalism and all forms of fanaticism
serves us as a constant reminder of the need to remain vigilant and
united in our total rejection of all forms of violence, bigotry and
injustice."

Mr. Tagore's poems were honoured with the Nobel Prize in Literature in
1913, the first time an Asian poet was awarded the prize. The Nobel is
presented "for lasting literary merit and for evidence of consistent
idealism."

At the time of his selection, the Nobel committee praised Mr. Tagore's
"profoundly sensitive, fresh and beautiful verse, by which, with
consummate skill, he has made his poetic thought, expressed in his own
English words, a part of the literature of the West."

The event was part of an ongoing series organized by the UN Department
of Public Information's Academic Impact initiative, which brings
together experts from leading think tanks and academic institutions in
the New York area to exchange ideas with senior UN officials.

"I slept and dreamt that life was joy. I awoke and saw that life was
service. I acted and behold, service was joy," Mr. Momen said quoting
Mr. Tagore.

In addition to artistic endeavours, Mr. Tagore started the
Visva-Bharati University in the town of Shantiniketan which is
described as "his life's work."

"Instead of any clash of civilization, it was to be a place where
students and teachers from the East and the West would sit together
and learn from each other in a common pursuit of truth," said Mr.
Momen.

Also today, the second World Forum on Intercultural Dialogue opened in
Baku, Azerbaijan.

Speaking in the opening ceremony, Nassir Abdulaziz Al-Nasser, the UN
High Representative for the Alliance of Civilizations, urged
participants to take an active role in creating a peaceful, diverse
environment.

"There are many people around the world who stand for diversity and
inclusion, and who know that it is indispensable to live in peace and
prosperity," he said. "As leaders from Governments, corporate sector,
civil society, our role and responsibility is to hear their voice and
expectations and to empower them to counter the forces of polarization
and hatred."

He noted that while the whole world will not automatically change
after the conclusion of this forum, "I am convinced that through our
joint efforts we can do our part to promote the noble goals of the
Baku Forum, foster international peace and security and strengthen
relations between nations and cultures."

In his speech, given alongside Irina Bokova, Director General of the
UN Educational, Scientific and Cultural Organization (UNESCO), Mr.
Al-Nasser quoted from Mahatma Gandhi, who is considered a close friend
of Mr. Tagore's, "No culture can live if it attempts to be

on the final day of the Women Deliver Conference.

"We need – in Governments, legislatures, and public administrations –
more people who will lead on these issues," today said UN Development
Programme (UNDP) Administrator, Helen Clark, in her
<"http://www.undp.org/content/undp/en/home/presscenter/speeches/2013/05/30/helen-clark-keeping-the-promise-towards-a-new-development-agenda-which-delivers-for-girls-and-women-">remarks
to the third Women Deliver Conference in Kuala Lumpur, Malaysia.

"We need many more women in positions of power, and women who are
prepared to use that power to advance the human development and rights
of other women."

She added that life had improved for many girls and women since the
eight anti-poverty targets known as the MDGs were launched with a
deadline of 2015, and a 20-year action plan on sexual and reproductive
health rights was agreed on in 1994 in Cairo at the UN International
Conference on Population and Development.

Some 800 women die daily due to complications related to pregnancy and
childbirth, with an estimated 80 million unplanned pregnancies and 20
million unsafe abortions annually, Miss Clark cited.

"By denying that most basic sexual and reproductive right, the right
to control one's fertility, societies disempower girls and women," she
said, and this impedes development. "Countries where women have rights
and opportunity denied cannot maximize their development potential –
that can't happen if half the population is not equally empowered."

In his video message to the conference, Secretary-General Ban Ki-moon
urged action, "Now is the time to do even more to deliver for women
and girls and accelerate progress toward meeting all our development
goals."

Mr. Ban said this could be done by "improving access to family
planning, information and care, by giving women the services they need
before, during and after pregnancy, and by providing quality health
care to all."

Billed as the largest conference on girls and women of the decade,
more than 7,000 people are estimated to have attended the three-day
conference, according to the organizers' website.

Launched in 2007, Women Deliver works globally to generate political
commitment and financial investment for fulfilling the MDG target
which seeks to reduce maternal mortality and achieve universal access
to reproductive health.

According to its website, the initiative builds on commitments,
partnerships, and networks to end preventable deaths that kill some
287,000 girls and women every year from pregnancy-related causes.

"As we enter the homestretch to 2015 and chart the path ahead, let us
ensure that the sexual and reproductive health and rights of women and
girls are front and centre," Mr. Ban said. "After all, investing in
women's health and rights is not only the right thing to do; it is the
smart thing to do.

human rights expert said today he is extremely concerned for the
protection of nine defectors from the Democratic People's Republic of
Korea (DPRK), mostly minors and reportedly all orphans, who are
believed to have been sent back to China after being arrested while
crossing into Laos.

"The status and whereabouts of this group, many of them children, is
currently not known," said Marzuki Darusman, the Special Rapporteur on
the situation of human rights in DPRK, "but I have very real concerns
about the penalties and treatment they could face if returned to DPRK,
and all the concerned authorities have an urgent responsibility to
ensure their protection."

The nine orphans were reportedly arrested by the Laotian police while
crossing the Laos-China border and sent back to China on 27 May,
according to a <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13381&LangID=E">news
release issued by the UN human rights office.

"I am extremely disappointed that the Laos Government appears to have
abdicated its protection responsibilities in this way, and I urge the
Chinese authorities not to do the same," said Mr. Darusman.

"No one should be refouled [sent back] to DPRK where they may face
persecution or severe punishment, including torture and the death
penalty," the Special Rapporteur underscored.

If the group has already been returned to DPRK, Mr. Darusman appealed
to authorities in Pyongyang to show transparency and give the group
access to an independent actor who could determine their status and
well-being.

In successive resolutions on DPRK, the UN General Assembly has
expressed serious concern about the situation of refugees and
asylum-seekers expelled or returned to DPRK and the sanctions imposed
on those repatriated from abroad.

Like all special rapporteurs appointed by the UN Human Rights Council,
Mr. Darusman works in an independent and unpaid capacity. Currently,
he also serves on the three-member commission of inquiry set up by the
Council to investigate alleged human rights violations in DPRK.May 30

Overfishing removes top predators from the sea helping to create
conditions where jellyfish "blooms", or suddenly increased numbers,
according to the report published by the UN Food and Agriculture
Organisation's (FAO) General Fisheries Commission for the
Mediterranean.

The <I><"http://www.fao.org/docrep/017/i3169e/i3169e.pdf">Review of
Jellyfish Blooms in the Mediterranean and Black Sea</I> advocates
incorporating jellyfish research into fisheries management, "Normally,
only the impact of human fishing activities is taken into account in
setting sustainable fishing limits, but jellyfish can also have a high
impact."

According to the report, an increased number of jellyfish in the
waters creates a "vicious cycle" where the jellyfish increasingly prey
on fish eggs and larvae, and compete for the same food source as the
fish stock already depleted by overfishing.

If the trend continues, jellyfish could supplant fish in the world's
oceans, according to some experts cited in the FAO report who speak of
"a global regime shift from a fish to a jellyfish ocean."

In addition to overfishing, the report's authors note the impact of
global warming which enhances the species that thrive at tropical
latitudes to span out, and the prevalent use of sea walls – built to
prevent coastal erosion – which are ideal habitats for some jellyfish.

The impact of jellyfish was demonstrated in the early 1980s when
Mnemiopsis leidyi, a jellyfish species known as the "Sea Walnut" and
normally resident on the Atlantic, was accidentally introduced into
the Black Sea and had such "overwhelming" impact on fish populations
that fisheries were put "on their knees."

According to media reports, by 1989, the population reached its
highest level with some 400 specimens per m³ of water or more than 10
animals per cubic foot of water. The jellyfish ate up a commercially
important type of anchovy, preying on the larvea and young, as well as
the anchovy's food source.

The problem was resolved after another invader species, the Beroe
ovate, which feeds on Mnemiopsis, also arrived in the Black sea, which
rebalanced the predator-prey dynamic.

In another example, the Pelagia noctiluca jellyfish, known commonly as
"the mauve stinger" coupled with overpopulation, contributed to fish
populations dropping in the Adriatic about 30 years ago.

More recently, according to a media report in November 2007, a
10-square-mile (26 km2) swarm of the jellyfish wiped out a 100,000
fish salmon farm in Northern Ireland causing some $1.5 million worth
of damage

Among other measures to prevent or cope with jellyfish blooms, the
report urges using jellyfish products for food and medicine.

China is among the first countries to process jellyfish for human
consumption, particularly the edible Rhopilema esculentum, and
represents a multi-million-dollar sea food business in Asia.

Other jellyfish, such as the "immortal jellyfish" or Turritopsis
nutricula, capable of reversing its ageing process, holds out the
promise of developing powerful rejuvenation products for humans.May 30

The report was delivered at a ceremony attended by Panel co-Chair
President Susilo Bambang Yudhoyono of Indonesia on behalf of his
fellow co-Chairs, President Ellen Johnson Sirleaf of Liberia and Prime
Minister David Cameron of the United Kingdom.

At the ceremony, Mr. Ban praised the Panel for its inclusive approach
and extensive consultations over the past year on the recommendations
for an agenda beyond 2015, the target date for achieving the
anti-poverty targets known as the Millennium Development Goals (MDGs).

"He welcomed the Panel's recognition that the post-2015 development
agenda should be universal, applying to North and South alike, and be
infused with a spirit of partnership based on equity, cooperation and
mutual accountability," the spokesperson said.

Following today's ceremony, the Secretary-General transmitted a copy
of the report to the President of the General Assembly for circulation

A pause in progress to "a world where machines are given the power to kill humans," was urged today by a United Nations independent human rights expert who called for a global moratorium on the development and deployment of lethal autonomous robots (LARs).

LARs differ from armed drones and other remotely controlled weapons systems because they have the ability to decide when to attack a target, Christof Heyns, Special Rapporteur on extrajudicial, summary or arbitrary executions, stressed.

"While drones still have a 'human in the loop' who takes the decision to use lethal force, LARs have on-board computers that decide who should be targeted," Mr. Heyns said as he presented his latest report to the UN Human Rights Council.

"War without reflection is mechanical slaughter," he added. "In the same way that the taking of any human life deserves as a minimum some deliberation, a decision to allow machines to be deployed to kill human beings deserves a collective pause worldwide."

While much of their development is shrouded in secrecy, robots with full lethal autonomy have not yet been deployed, according to Mr. Heyns' report.  However, robotic systems with various degrees of autonomy and attack capability are currently in use

He cites, for example, Samsung Techwin surveillance and security guard robots, deployed in the demilitarized zone between the two countries of the Korean peninsula, which detect targets through infrared sensors. They are currently operated by humans but have an "automatic mode."

The United States' Navy's Phalanx gun system, he adds, automatically detects, tracks and engages threats such as anti-ship missiles and aircraft.  Israel's Harpy system is designed to detect and destroy radar emitters.  In addition, the British Taranis drone prototype can search, identify and locate enemies, but can only engage a target when authorized by mission command.

He says that further development of such systems and their decision-making capability may make it easier for States to go to war; and raises the question whether they can be programmed to comply with the requirements of international humanitarian law, "especially the distinction between combatant and civilians and collateral damage."

"Beyond this, their deployment may be unacceptable because no adequate system of legal accountability can be devised for the actions of machines," he stated as part of his analysis of potential violations of the rights to life and human dignity, should the use of LARs materialize.

Mr. Heyns urged the Human Rights Council to call on all States "to declare and implement national moratoria on the production, assembly, transfer, acquisition, deployment and use of LARs, until a framework on the future of LARs has been established."
He invited the UN High Commissioner for Human Rights to convene or to work with other UN bodies to convene a High Level Panel on LARs to articulate this framework.

The Special Rapporteur stressed that engaging with the risks posed by LARs right now, before further development, would provides an opportunity for reflection that would contrast to other revolutions in military affairs, where serious consideration mostly began after the emergence of new methods of war.

"The current moment may be the best we will have to address these concerns," he said.

The United Nations in Afghanistan today 'strongly condemned' a deadly attack on the International Committee for the Red Cross (ICRC) in Jalalabad in the eastern province of Nangarhar, and reiterated its calls for protection of medical and aid workers in the country.

A national security guard will killed in the 29 May attack, while two ICRC staff members were injured. There has been no claim of responsibility for the attack.

In a <"http://unama.unmissions.org/Default.aspx?tabid=12254&ctl=Details&mid=15756&ItemID=36889&language=en-US">statement released today from Kabul, the United Nations Assistance Mission in Afghanistan (UNAMA) extended its condolences to the family of the guard and wishes for a speedy recovery to the injured.

UNAMA noted that the ICRC plays a "critical and impartial humanitarian role in Afghanistan."

It stressed that attacks on humanitarian and medical personnel are strictly prohibited under international humanitarian law, and emphasized that all medical and humanitarian personnel in the country must be respected and protected at all times.

The attack came less than a week after the office of the International Organization for Migration in Kabul was attacked injuring four aid workers and reportedly killing three civilians passing on the street at the time of the attack.

Secretary-General Ban Ki-moon and other senior UN officials condemned the attack and urged that those responsible be brought to justice.

The Taliban has claimed responsibility.

Secretary-General Ban Ki-moon has voiced his deep appreciation for dedication and efforts of Francisco Dall'Anese, who has announced that he will step down as the head of the United Nations-backed commission charged with dismantling illegal armed groups and tackling impunity in Guatemala.

Mr. Dall'Anese, a former Attorney-General of Costa Rica, has stated his intention to step down as Commissioner of the International Commission against Impunity in Guatemala (CICIG) by 4 September, at the end of his current appointment.

In a <"http://www.un.org/sg/statements/index.asp?nid=6857">statement issued by his spokesperson, Mr. Ban lauded Mr. Dall'Anese's "steadfast commitment to the fight against impunity," and welcomed the strides made by Guatemalan justice institutions during this period and, in particular, the strengthening of national prosecutorial activities.

The UN and the Guatemalan Government set up CICIG in 2006 as an independent body to support the public prosecutors' office, the national civilian police and other institutions to investigate a limited number of sensitive and difficult cases regarding illegal security groups and clandestine security organizations and also dismantle them.

Based in Guatemala City, since it began operations in early 2008, CICIG seeks to bolster the rule of law and is permitted by its mandate to conduct independent investigations and help authorities bring representative cases to trial in national courts.

The UN Secretariat has started a search for a new Commissioner with the goal of consolidating CICIG's work, according to today's statement.

"To make the best of the period ahead, the Secretary-General calls on national authorities and institutions to redouble efforts in the fight against impunity. The United Nations thanks Member States for their continued strong support of CICIG."

The intensifying violence in Iraq is "ready to explode" and may re-ignite widespread sectarian strife unless the country's leaders take immediate action, the top United Nations envoy there warned today amid the latest wave of deadly attacks.

A wave of deadly bombings struck the capital, Baghdad, today, while the governor of Anbar province reportedly escaped an assassination attempt when bombs exploded near his convoy, injuring four of his bodyguards. This follows a number of bombings in Baghdad on Monday that killed more than 50 people.

Martin Kobler, the Secretary-General's Special Representative and head of the UN Assistance Mission for Iraq (UNAMI), <"http://unami.unmissions.org/Default.aspx?tabid=2790&ctl=Details&mid=5079&ItemID=1513718&language=en-US">condemned the attack against the governor's convoy.

"Systemic violence is ready to explode at any moment if all Iraqi leaders do not engage immediately to pull the country out of this mayhem," Mr. Kobler stated, reiterating the call he made on the country's leaders earlier this week.

Yesterday, in an exchange of views with European parliamentarians, Mr. Kobler <"http://unami.unmissions.org/Default.aspx?tabid=2790&ctl=Details&mid=5079&ItemID=1513545&language=en-US">voiced serious concerns over the heightened level of violence in Iraq and the dangers of the country falling back into sectarian strife, if decisive action is not taken by its political leaders.

"The country stands at a crossroads," he stated, calling for a stronger European Union role in dealing with the developments unfolding in the country, and for increased interaction with the Iraqi Council of Representatives.

The deputy head of the United Nations food relief programme today wrapped up his visit to Syria where the agency and its main partner, the Syrian Arab Red Crescent, are scaling up operations to feed three million people in July.

"This is an agonizing time for Syrians, with millions of people in need of urgent humanitarian assistance," said UN World Food Programme (WFP) Deputy Executive Director and Chief Operating Officer, Amir Abdulla <"http://www.wfp.org/news/news-release/wfp-deputy-executive-director-sees-plight-displaced-families-syria">said in Damascus.

"In spite of significant logistical and security challenges, especially in conflict zones, WFP is doing all it can to reach these vulnerable people," he added. The agency currently feeds 2.5 million people inside Syria and more than one million refugees in neighbouring countries.

During his two-day visit, Mr. Abdulla spoke with Syrians receiving their monthly WFP food basket at a Syrian Arab Red Crescent food distribution point in Al-Kisweh, 15 kilometres south of the capital.

He also visited a WFP logistics and packaging facility in Adliyeh outside of Damascus where food items, including rice, bulgur wheat, lentils, sugar, vegetable oil and salt, are packaged.

During the visit, Mr. Abdulla also met with Syrian authorities and partners to discuss access to families in the coming months.

Parts of the country have been temporarily inaccessible by fighting between the Syrian Government and opposition forces seeking to oust President Bashar Al-Assad. Since March 2011, more than 70,000 people have been killed and 6.8 million left in need. In addition, the UN estimates that some 1.5 million Syrians have fled their country to escape conflict.
