Today's resolution augments the authorized strength of the UN Interim Security Force for Abyei (UNISFA) military component to 5,326, as requested by the Joint Political and Security Mechanism decision of 8 March and recommendations in Secretary-General Ban Ki-moon's latest report. In part, the troop boost is meant to provide additional resources "to support fully" the Joint Border Verification and Monitoring Mechanism (JBVMM), which consists of representatives from Sudan and South Sudan, and is tasked with monitoring the security situation in the Safe Demilitarized Border Zone. After numerous delays, the Governments activated the JBVMM in March and began withdrawing their forces from the zone. UNISFA verified that during its mission on 23 March to Tishwin and the following day to Kiir Adem, which lies inside a 14 mile-wide strip of land known as the Mile 14 area, "there were no armed forces from either side in the area." The Security Council today welcomed these operations and called on the Governments of Sudan and South Sudan to make "timely and effective" use of the JBVMM and other agreed joint mechanisms. Sudan and South Sudan were urged through the resolution to make regular use of the Abyei Joint Oversight Committee to ensure steady progress on the implementation of the 20 June 2011 agreement. The pact, signed in the Ethiopian capital, Addis Ababa, provides for temporary administrative arrangements for Abyei and the withdrawal of troops by both sides. In addition, the 15-member Council welcomed the redeployment of Sudanese military and South Sudanese military and police personnel from Abyei – as called for by the UN body – and demanded that the Government of Sudan also redeploy all remaining military and police personnel from Abyei immediately and without preconditions. Members of the Council reiterated that "the Abyei Area shall be demilitarized from any forces other than UNISFA and the Abyei Police Service." To further ensure compliance with Abyei's status as a weapons-free area, the Council urged the Mission "to continue its dialogue with the Abyei Joint Oversight Committee and with the Misseriya and Ngok Dinka communities on effective strategies and oversight mechanisms", particularly to urgently eliminate heavy or crew-served weapons, as well as rocket-propelled grenades. On 4 May, an attack by ethnic Misseriya pastoralist tribesmen on the UN convoy resulted in the deaths of Ngok Dinka Paramount Chief Kuol Deng Kuol and an Ethiopian peacekeeper, while wounding two other UN blue helmets in the process. Shortly after, the Council strongly condemned that attack. Furthermore, the Council urged all free, unhindered and expeditious movement to and from Abyei, and throughout the Safe Demilitarized Border Zone of all personnel, as well as equipment, provisions, supplies and other goods, including vehicles, aircraft, and spare parts, intended for the exclusive and official use of UNISFA. It also demanded that the Governments of Sudan and South Sudan continue to facilitate the deployment of the UN Mine Action Service (UNMAS), as well as the identification and clearance of mines in Abyei area and the Safe Demilitarized Border Zone. The Council also urged full, safe and unhindered access to civilians in need of assistance and necessary facilities, in accordance with international law. As well as reiterating that UN peacekeepers should take "the necessary actions" to protect civilians under imminent threat of physical violence, irrespective of the source of such violence. In addition, Council members requested that the Secretary-General conduct a review of UNISFA's configuration and assessment of the relevant risks and threats. Less than two months after arriving in North Kivu to lead the newly-established Force Intervention Brigade against rebels from the 23 March Movement (M23), the Brigade's commander, voices a deep sense of duty and purpose to the Security Council mandate and to contributing to peace in the Great Lakes region. "It should be understood that our first concern should be the protection of civilians as we take on the armed groups," he concluded. "A UN peacekeeper is a person who must protect UN staff and UN property but, above all, he must protect the civilians." In March, the Security Council authorized the deployment of an intervention brigade within the existing UN peacekeeping operation in the country (MONUSCO) to carry out targeted offensive operations, with or without the Congolese national army, against armed groups that threaten peace in eastern DRC. The brigade – which will be based in North Kivu province and total 3,069 peacekeepers – is tasked with neutralizing armed groups, reducing the threat posed to State authority and civilian security and make space for stabilization activities. The first contingent of Tanzanian soldiers forming part of the Brigade arrived in Goma earlier this month. Since taking command, Brig Gen Mwakibolwa has focused on putting the team together and getting them ready for the mission. "When you are selected and made commander of a new mission, you feel great about yourself," Brig Gen Mwakibolwa said. "I have to make sure that I deliver. The exhibit pays tribute to dozens of people who disappeared as a result of States suppressing legitimate demands concerning issues such as democracy, freedom of expression or freedom of religion. The victims include the "desaparecidos" of the military government that ruled Argentina in the late 1970's and early 1980's. Among those attending the launch were the mothers and grandmothers of some of the desaparecidos featured in the exhibit. Mr. Ban urged Member States to answer the call of these relatives and ratify the UN Convention for the Protection of All Persons from Enforced Disappearance and "act on its provisions." The Convention, which was adopted by the UN General Assembly in 2006 and entered into force four years later, has the support of 38 countries. Enforced disappearance is considered to be the arrest, detention, abduction or any other form of deprivation of liberty by agents of the State or by persons or groups of persons acting with the authorization, support or acquiescence of the State. Adding a personal note to the launch, Mr. Ban recalled his visit two years ago to the Space for Memory and for the Promotion and Defence of Human Rights in Buenos Aires, Argentina. "I was deeply moved to see the chambers where thousands of people were arrested, tortured and disappeared," he told the audience. "I said that all societies experiencing such tragedies must embrace truth and restore historical memory." Turning to the exhibit, he said that the photographs "bring us closer to the past so that we can draw lessons for the present and prevent these crimes in the future." "[Women] worked tirelessly to consolidate the values of the revolution in building an inclusive state of law and equality, and impressively participated in the country's first free elections in over four decades," UNSMIL said. The Mission added that women's representation in public life has largely been possible due to the special measures adopted for the elections last year, which allowed 32 women to win seats in the Government, and urged decision-makers to consider adopting special measures in the elections to the Constitution-Drafting Assembly. "Special measures for women, including quotas, are effective tools in helping increase women's political participation and are in line with international standards and obligations," UNSMIL said. "The elections of 2012 serve as an exemplary example of the positive impact of special measures on women's representation, not only for Libya but for the whole world." The Mission also reiterated its commitment to support Libyans in their democratic transition, and in particular to facilitate the participation of women in public life.
