SECURITY COUNCIL EXTENDS MISSION IN ABYEI FOR SIX MONTHS, ENLARGES UN

extended until 30 November the mandate of the United Nations
peacekeeping force for Abyei, an area contested by South Sudan and
Sudan, and increased the authorized number of troops there by more
than 1,100 personnel.

Today's resolution augments the authorized strength of the UN Interim
Security Force for Abyei (UNISFA) military component to 5,326, as
requested by the Joint Political and Security Mechanism decision of 8
March and recommendations in Secretary-General Ban Ki-moon's latest
report.

In part, the troop boost is meant to provide additional resources "to
support fully" the Joint Border Verification and Monitoring Mechanism
(JBVMM), which consists of representatives from Sudan and South Sudan,
and is tasked with monitoring the security situation in the Safe
Demilitarized Border Zone.

After numerous delays, the Governments activated the JBVMM in March
and began withdrawing their forces from the zone. UNISFA verified that
during its mission on 23 March to Tishwin and the following day to
Kiir Adem, which lies inside a 14 mile-wide strip of land known as the
Mile 14 area, "there were no armed forces from either side in the
area."

The Security Council today welcomed these operations and called on the
Governments of Sudan and South Sudan to make "timely and effective"
use of the JBVMM and other agreed joint mechanisms.

Sudan and South Sudan were urged through the resolution to make
regular use of the Abyei Joint Oversight Committee to ensure steady
progress on the implementation of the 20 June 2011 agreement. The
pact, signed in the Ethiopian capital, Addis Ababa, provides for
temporary administrative arrangements for Abyei and the withdrawal of
troops by both sides.

In addition, the 15-member Council welcomed the redeployment of
Sudanese military and South Sudanese military and police personnel
from Abyei – as called for by the UN body – and demanded that the
Government of Sudan also redeploy all remaining military and police
personnel from Abyei immediately and without preconditions.

Members of the Council reiterated that "the Abyei Area shall be
demilitarized from any forces other than UNISFA and the Abyei Police
Service."

To further ensure compliance with Abyei's status as a weapons-free
area, the Council urged the Mission "to continue its dialogue with the
Abyei Joint Oversight Committee and with the Misseriya and Ngok Dinka
communities on effective strategies and oversight mechanisms",
particularly to urgently eliminate heavy or crew-served weapons, as
well as rocket-propelled grenades.

On 4 May, an attack by ethnic Misseriya pastoralist tribesmen on the
UN convoy resulted in the deaths of Ngok Dinka Paramount Chief Kuol
Deng Kuol and an Ethiopian peacekeeper, while wounding two other UN
blue helmets in the process. Shortly after, the Council strongly
condemned that attack.

Furthermore, the Council urged all free, unhindered and expeditious
movement to and from Abyei, and throughout the Safe Demilitarized
Border Zone of all personnel, as well as equipment, provisions,
supplies and other goods, including vehicles, aircraft, and spare
parts, intended for the exclusive and official use of UNISFA.

It also demanded that the Governments of Sudan and South Sudan
continue to facilitate the deployment of the UN Mine Action Service
(UNMAS), as well as the identification and clearance of mines in Abyei
area and the Safe Demilitarized Border Zone.

The Council also urged full, safe and unhindered access to civilians
in need of assistance and necessary facilities, in accordance with
international law. As well as reiterating that UN peacekeepers should
take "the necessary actions" to protect civilians under imminent
threat of physical violence, irrespective of the source of such
violence.

In addition, Council members requested that the Secretary-General
conduct a review of UNISFA's configuration and assessment of the
relevant risks and threats.

The UN Mission was established in June 2011 to secure the area after
Sudanese troops took control of Abyei, displacing tens of thousands of
people in the weeks before South Sudan became an independent State

CONGONew York, May 29 2013 1:00PM"The Force Intervention Brigade is
something very positive," Brigadier General James Aloizi Mwakibolwa
said. "The soldiers who are coming in are very professional. They are
trained and instructed specifically on this mission and on how they
have to perform."

Less than two months after arriving in North Kivu to lead the
newly-established Force Intervention Brigade against rebels from the
23 March Movement (M23), the Brigade's commander, voices a deep sense
of duty and purpose to the Security Council mandate and to
contributing to peace in the Great Lakes region.

"It should be understood that our first concern should be the
protection of civilians as we take on the armed groups," he concluded.
"A UN peacekeeper is a person who must protect UN staff and UN
property but, above all, he must protect the civilians."

In March, the Security Council authorized the deployment of an
intervention brigade within the existing UN peacekeeping operation in
the country (MONUSCO) to carry out targeted offensive operations, with
or without the Congolese national army, against armed groups that
threaten peace in eastern DRC.

The brigade – which will be based in North Kivu province and total
3,069 peacekeepers – is tasked with neutralizing armed groups,
reducing the threat posed to State authority and civilian security and
make space for stabilization activities.

The first contingent of Tanzanian soldiers forming part of the
Brigade arrived in Goma earlier this month.

Since taking command, Brig Gen Mwakibolwa has focused on putting the
team together and getting them ready for the mission.

"When you are selected and made commander of a new mission, you feel
great about yourself," Brig Gen Mwakibolwa said. "I have to make sure
that I deliver. That I meet the expectation of the international
community and the United Nations which formed the Force Intervention
Brigade and ultimately agreed to make me commander."

Nevertheless, Brig Gen Mwakibolwa, with more than three decades of
experience as a general in the Tanzania Peoples' Defence Force, is
quick to emphasize that while he heads the brigade, he is not the head
of the UN force in the country.

"We are part of MONUSCO and our instructions come from the Force
Commander of MONUSCO," Brig Gen Mwakibolwa stressed. "How, where and
at what time it will happen depends on the Force Commander."

A military man who believes a soldier is better judged in the field
of action than in the talking fora, Brig Gen Mwakibolwa acknowledged
that there are fears among some in the civilian population that the
Brigade will exacerbate the already tenuous atmosphere.

"Perhaps they expect collateral damage and this and that to the
extent that several people are not positive about the brigade," the
Brigadier General said.

Noting that this is his first UN peacekeeping mission, Brig Gen
Mwakibolwa is experienced in the region. He served as commander of the
Military Assessment Team of the International Conference on Great
Lakes region (ICGLR) in October 2012 to assess the military situation
in eastern DRC and come up with a concept of operation.

"I think this contributed to my nomination as commander of the
brigade because of the fact that I was the one to come and assess the

United Nations experts today warned that measures preventing women and
other citizens from running for presidential office in Iran constitute
a serious violation of rights guaranteed by international law.

Last week, Iran's Guardian Council, a 12-member body of theologians
and jurists which vets presidential candidates, approved only eight
individuals out of the 686 people registered for the 14 June election.
The 30 female candidates that applied were disqualified, as well as
other key political figures, raising concerns about the fairness and
transparency of the vetting procedures.

"This mass disqualification including that of women wishing to stand
in the presidential elections is discriminatory and violates
fundamental right to political participation, and runs contrary to the
International Covenant on Civil and Political Rights, which Iran has
ratified," <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13373&LangID=E">said
the Special Rapporteur on the situation of human rights in Iran, Ahmed
Shaheed.

"Any restrictions on this right must be based on objective and
reasonable criteria without distinction of any kind, including race,
gender, religion, and political or other opinion," the expert said in
a news release from the UN Human Rights Office (OHCHR).

Several candidates were reportedly excluded on the basis of their
affiliation with the 2009 post-election protests and their exercise of
fundamental human rights, including the rights to freedom of
expression, assembly and association.

The head of the UN Working Group on Discrimination against Women,
Kamala Chandrakirana, stressed that excluding women from eligibility
to presidential office "will exacerbate their already existing severe
underrepresentation in public, political and professional life."

Special Rapporteur on violence against women, Rashida Manjoo noted
that the State must ensure women's participation in public affairs,
including the political sphere, through special measures that help
eradicate discrimination and violence against women.

The experts also urged the Government to lift restrictions to freedom
of expression and association. Special Rapporteur on freedom of
expression Frank La Rue, called for the release of detained
journalists, stressing that stifling news coverage will affect the
election's credibility.

"Threats to journalists and the constriction of freedom of expression
in different media during electoral times seriously undermine the
inclusiveness and fairness of the electoral process," Mr. La Rue said,
recalling that at least 40 journalists remain in prison across the
country. "The Government should ensure the release of all journalists
currently detained in prison and should allow media activists to
report freely."

He also expressed concern over reports that the Internet has been
virtually shut down, mobile texting has sporadically been blocked, and
reformist or opposition websites are being censored.

The Special Rapporteur on freedoms of peaceful assembly and
association, Maina Kiai, called again on the Iranian authorities to
immediately release the main two opposition leaders, Mehdi Karoubi and
Mir Hossein Mousavi, who have been under house arrest since February
2011, along with hundreds of other prisoners of conscience who remain
in prison for peacefully exercising their rights to freedoms of
opinion, expression, association and peaceful assembly.

"Freedoms of expression, peaceful assembly and association are
essential rights for the effective exercise of political participation
and must be fully protected," the experts concluded.May 29 2013

the past year serving under the blue flag, while also raising
awareness about new developments in the field of peacekeeping.

Day of United Nations Peacekeepers, observed annually on 29 May, the
world body honoured 111 peacekeeping personnel who died last year and
paid tribute to the some 3,000 others who have fallen in the line of
duty since the first peacekeepers deployed 65 years ago.

"We are working hard to improve safety for our personnel around the
world. But peacekeeping is inherently dangerous. And the risks are
growing," Mr. Ban

wreath-laying ceremony at UN Headquarters in New York.

Last year, UN personnel were killed during attacks on patrols in Cote
d'Ivoire, the Democratic Republic of the Congo (DRC), Sudan, and South

In the coming months, members of the UN intervention brigade will
arrive in the eastern DRC and the UN will field a new operation in
Mali, where terrorism poses a real threat, he added.

"Acts of violence receive the most attention – but they are not the
only threat to our personnel. Many of our fallen colleagues die from
disease. Others lose their lives in car accidents on dangerous roads
in undeveloped areas," said Mr. Ban.

"Whatever the cause of death, we honour all fallen peacekeepers for
their sacrifice, courage and selfless service on behalf the United
Nations."

While peacekeeping is fraught with risk, it is also filled with
promise, Mr. Ban said afterwards at the Dag Hammarskjöld medal

honour fallen peacekeepers. "Our blue helmets bring hope to millions
of people in some of the most troubled parts of the world."

He said he saw this for himself last week when he travelled to

are working to help bring peace and stability.

"Our aim is to make peacekeeping more effective for the people we
serve, and safer for the staff who carry out this life-saving work."

challenges'.

As the Secretary-General noted in his

AT 'ABSENCE' EXHIBIT, UN CHIEF URGES FULL ADOPTION OF TREATY ON

Ban Ki-moon has urged Member States to join an international treaty
aimed at eliminating enforced disappearances and stop impunity for
this scourge.

"We must clarify the cases of disappeared persons, provide reparations
to victims and bring perpetrators to justice," Mr. Ban
<"http://www.un.org/sg/statements/index.asp?nid=6852">said last night
at the opening of a new photo exhibit at United Nations Headquarters
in New York entitled "Absences."

The exhibit pays tribute to dozens of people who disappeared as a
result of States suppressing legitimate demands concerning issues such
as democracy, freedom of expression or freedom of religion. The
victims include the "desaparecidos" of the military government that
ruled Argentina in the late 1970's and early 1980's.

Among those attending the launch were the mothers and grandmothers of
some of the desaparecidos featured in the exhibit. Mr. Ban urged
Member States to answer the call of these relatives and ratify the UN
Convention for the Protection of All Persons from Enforced
Disappearance and "act on its provisions."

The Convention, which was adopted by the UN General Assembly in 2006
and entered into force four years later, has the support of 38
countries.

Enforced disappearance is considered to be the arrest, detention,
abduction or any other form of deprivation of liberty by agents of the
State or by persons or groups of persons acting with the
authorization, support or acquiescence of the State.

Adding a personal note to the launch, Mr. Ban recalled his visit two
years ago to the Space for Memory and for the Promotion and Defence of
Human Rights in Buenos Aires, Argentina.

"I was deeply moved to see the chambers where thousands of people were
arrested, tortured and disappeared," he told the audience. "I said
that all societies experiencing such tragedies must embrace truth and
restore historical memory."

Turning to the exhibit, he said that the photographs "bring us closer
to the past so that we can draw lessons for the present and prevent
these crimes in the future."

Mr. Ban thanked those who made the exhibit possible and used the
launch as an opportunity to renew his commitment to answer the call of
the mothers and grandmothers of Argentina and others to protect human

Bay Head, from Belmar to Seaside Heights, folks were hanging out on
balconies and beaches. Shows were sold out at the Stone Pony. Kids

LIBYA: UN CALLS FOR ACTIVE PARTICIPATION OF WOMEN IN DRAFTING OF NEW

called on Libya to ensure women in the country actively participate in
the drafting of the new constitution, stressing their contributions
are necessary to rebuild the nation.

"It is no secret that the drafting of the constitution and the
preparations involved are of special significance to Libya's
democratic transition towards stability and prosperity," the UN
Support Mission in Libya (UNSMIL) said in a

release. "Representation and meaningful participation of women in the
Constitution-Drafting Assembly and in the process of drafting the
constitution will consequently contribute to the building of the new
Libya."

UNSMIL noted that women played a significant role in sparking the 17
February Revolution which toppled former leader Muammar al-Qadhafi two
years ago.

"[Women] worked tirelessly to consolidate the values of the revolution
in building an inclusive state of law and equality, and impressively
participated in the country's first free elections in over four
decades," UNSMIL said.

The Mission added that women's representation in public life has
largely been possible due to the special measures adopted for the
elections last year, which allowed 32 women to win seats in the
Government, and urged decision-makers to consider adopting special
measures in the elections to the Constitution-Drafting Assembly.

"Special measures for women, including quotas, are effective tools in
helping increase women's political participation and are in line with
international standards and obligations," UNSMIL said. "The elections
of 2012 serve as an exemplary example of the positive impact of
special measures on women's representation, not only for Libya but for
the whole world."

The Mission also reiterated its commitment to support Libyans in their
democratic transition, and in particular to facilitate the
