Nonionic cellulose ether and its use

Abstract
The present invention relates to a nonionic methyl ethyl hydroxyethyl
cellulose ether having a flocculation temperature of 70-95° C., a
DS-methyl of 0.1-0.8 and a DS-ethyl of 0.1-0.7. The cellulose ether
has versatile properties and may be used as a thickening agent or a
rheology modifier in an aqueous formulation, such as an aqueous
latex-containing paint composition. A process for manufacturing the
cellulose ether is also disclosed.

Pigeon Point Lighthouse Tower closed since early 2000 and in State of California Administration hope not another Governor Wilson Corruption

The Lighthouse tower closed due to some bricks fall but others Blame

area around the tower have been closed since December 2001, when two
massive chunks of cornice broke loose and fell from the tower.
The grounds of Pigeon Point Light Station State Historic Park are
opento the public during daylight hours, and docents are available
Fridays through Mondays between 10 a.m. and 4 p.m. to provide
informational talks. An anniversary lighting celebration is held every
November, typically on the Saturday closest to the 15th. For recorded

NEW UN ENVOY HAILS SOMALILAND AS 'ISLAND OF RELATIVE PEACE AND
STABILITY' BUT REAL IS SOMALIA IN INSECURE REGIONNew York, Jun 13 2013
8:00PMThe new United Nations envoy for Somalia arrived today in
Somaliland, which he said has remained "an island of relative peace
and stability" and could provide lessons for peace consolidation
throughout the wider region.

"We are…here to learn and to support initiatives that will lead to
sustainable peace, stability and prosperity in Somalia and beyond,"
said Nicholas Kay, head of the new UN Assistance Mission in Somalia
(UNSOM) as he arrived in Hargeisa, Somaliland this morning.

In his first visit to the region since assuming his duties as head of
the Mission on 3 June, he met with President Ahmed Mahamed Mohamud
(Silaanyo) and officials of the Somaliland Administration.

He was received by Dr. Mohamed Abdillahi Omar, Minister of Foreign
Affairs and International Relations, who accompanied Mr. Kay to the
mass graves in Hargeisa, in commemoration of the worst human rights
violations of the Siyad Barre regime, which occurred between 1984 and
1988.

On his arrival, he said: "I have come to Hargeisa early in my new
assignment in order to make it clear to the authorities and people of
Somaliland that the United Nations supports their aspirations for
peace and prosperity."

"Somaliland has remained an island of relative peace and stability in
an insecure region and we believe that there are lessons that can be
learned here about stabilizing the whole region," he continued, noting
Somaliland's efforts to strengthen democratic institutions and to
entrench democracy through holding periodic elections.

"We are also aware of the challenges that Somaliland faces in
institutionalizing a formal system of justice alongside the
traditional one and we look forward to working together to reinforce
the rule of law," Mr. Kay said, stressing that the Mission stood ready
to support constructive engagement between Somalia and Somaliland.

Noting that this was the first of many visits to Somaliland and that
he intends to have a close and fruitful relationship with its people
and authorities of the region, he said the UNSOM office in Hargeisa
will be proactively engaging the administration and civil society to
explore areas of further cooperation.

The mandate of UNSOM is to support the building of national capacity,
peacebuilding, with a focus on good governance, security sector
reform, rule of law, human rights, providing "good offices" for
mediation and political reconciliation and coordination of
international assistance.

Meanwhile, the Security Council was briefed this afternoon by
Assistant Secretary-General Tayé-Brooke Zerihoun on the situation in
the Juba regions of Somalia.

Following those closed door talks, Mark Lyall Grant of the United
Kingdom, which holds the Council's presidency for the month, read out
a statement expressing Council members' concern at the deterioration
in the security situation in the Juba regions, particularly in
Kismayo, and at the resulting impact on the civilian population and

"The Members of the Security Council called on all parties to refrain
from any action which may threaten peace and stability in the Juba
regions and to engage with the Federal Government of Somalia in a
constructive manner to achieve a peaceful resolution to the current
crisis and to alleviate the dire humanitarian situation," he said.

Further, Council members underlined their support for the development
of an effective federal system of Government, in line with the
Provisional Constitution and in respect of the sovereignty and
territorial integrity of Somalia, in order to ensure a constructive
and sincere partnership between the Somali Government and local and
regional administrations.

"The members of the Security Council welcomed the commitment of the
Federal Government of Somalia to lead reconciliation efforts in the
Juba regions with the support of UNSOM, IGAD [Intergovernmental
Authority on Development] and other appropriate actors," he said,
adding that Council members urged that this be taken forward
expeditiously.

Security Council members underlined the availability of the Special
Representative of the Secretary-General to assist the Government of
Somalia in peacefully resolving the situation.

They also underlined the importance of the issues in the Juba regions
not distracting from the urgent need to end the threat posed by
Al-Shabaab and bring, security and prosperity to the Somali people,
the overwhelming majority of whom are committed to peace through
dialogue.

"In that context, the members of the Council underscored their support
for AMISOM [African Union Mission in Somalia] and reiterated their
willingness to take action against those who undermine the peace and
reconciliation process in Somalia," the Council president concluded

LONGVIEW – Local citizens are invited to a public meeting Monday, June 17, to learn more about projects that will keep rail passengers and the economy moving.

 

The improvements known collectively as Kelso Martin's Bluff will allow Amtrak Cascades trains to move around slower-moving freight trains, maintain speed and arrive at their destinations on time.

 

The Washington State Department of Transportation and Federal Railroad Administration would like to hear from local residents as they begin assessing the project's environmental impacts. Project maps and displays will be available and project staff will be on hand to gather feedback.

 

When: Monday, June 17, from 4 to 6:30 p.m.

Where: Cowlitz County PUD, 961 12th Ave, Longview, WA 98632

 

Once complete, the Kelso Martin's Bluff projects will improve passenger-rail travel with a new rail bridge over the Coweeman River and a third track at both the Longview Junction and Port of Kalama. This will help relieve rail congestion that slows passenger rail service near Kelso and Kalama.

 

The investment, funded by the Federal Railroad Administration High Speed Intercity

Passenger Rail program, will improve reliability, reduce travel time and allow for more passenger-rail service between Portland, Ore., and Vancouver, B.C.

 

Washington state received nearly $800 million in federal grants as part of the 2009 American Recovery and Reinvestment Act high-speed-rail program administered by the FRA. The current world population of 7.2 billion is projected to increase by 1 million over the next 12 years and reach 9.6 billion by 2050, according to a United Nations report launched today, which points out that growth will be mainly in developing countries, with more than half in Africa.

"Although population growth has slowed for the world as a whole, this report reminds us that some developing countries, especially in Africa, are still growing rapidly," said the Under-Secretary-General for Economic and Social Affairs, Wu Hongbo in a press release on the report.

The report, <i>World Population Prospects: the 2012 Revision</i>, notes that the population of developed regions will remain largely unchanged at around 1.3 billion from now until 2050. In contrast, the 49 least developed countries are projected to double in size from around 900 million people in 2013 to 1.8 billion in 2050.

Compared to previous assessments of world population trends, the new projected total population is higher, mainly due to new information obtained on fertility levels of certain countries. For example, in 15 high-fertility countries of sub-Saharan Africa, the estimated average number of children per woman has been adjusted upwards by more than 5 per cent.

"In some cases, the actual level of fertility appears to have risen in recent years; in other cases, the previous estimate was too low," said the Director of the Population Division in the UN's Department of Economic and Social Affairs, John Wilmoth, during a press conference in New York.

"While there has been a rapid fall in the average number of children per woman in large developing countries such as China, India, Indonesia, Iran, Brazil and South Africa […] rapid growth is expected to continue over the next few decades in countries with high levels of fertility such as Nigeria, Niger, the Democratic Republic of the Congo, Ethiopia and Uganda but also Afghanistan and Timor-Leste, where there are more than five children per woman."

Mr. Wilmoth added that changes in fertility rates over the next few decades could have major consequence for population size, structure and distribution in the long run.

The report notes that India is expected to become the world's largest country, passing China around 2028, when both countries will have populations of 1.45 billion. After that, India's population will continue to grow and China's is expected to start decreasing. Meanwhile, Nigeria's population is expected to surpass that of the United States before 2050.

Europe's population is projected to decline by 14 per cent, the report states, and Mr. Wilmoth warned that the continent is already facing challenges in providing care and support for a rapidly aging population.

Overall, life expectancy is projected to increase in developed and developing countries in future years. At the global level, it is projected to reach 76 years in the period 2045-2050 and 82 years in 2095-2100. By the end of the century, people in developed countries could live on average around 89 years, compared to about 81 years in developing regions.

The report's figures are based on a comprehensive review of available demographic data from 233 countries and areas around the world, including the 2010 round of population censuses.

BAN RECOMMENDS STRENGTHENING UN PEACEKEEPING FORCE IN GOLAN HEIGHTS

Warning that recent clashes in the Golan Heights area are threatening the decades-long ceasefire between Syria and Israel and putting civilians and United Nations personnel at risk, Secretary-General Ban Ki-moon has recommended enhancing the self-defence capacity of the UN Mission there.

"Given the evolving security situation in the UNDOF area of operation, it is necessary to consider further adjustments to the posture and operations of the Mission," Mr. Ban writes in his latest <"http://www.un.org/Docs/journal/asp/ws.asp?m=s/2013/345">report to the Security Council on the UN Disengagement Observer Force (UNDOF). The Council is set to meet with the Forces' troop contributing countries later today.

Citing spill over from the ongoing crisis in Syria, where Government and armed opposition groups are locked in a spiralling conflict which has in turn sparked tensions in the Golan between Syria and Israel, the Secretary-General recommends that the Council extend the UN force's mandate for six more months, until December 31st.

Noting that the Governments of both Syria and Israel backed the mandate extension, Mr. Ban goes on to recommend that the Council consider, "as a matter of priority," adjustments to UNDOF, including enhancing its self-defence capabilities and boosting its force strength by about 300 to some 1,250 troops.

These proposals come as UNDOF, which monitors the 1974 disengagement accord between Syria and Israel after their 1973 war, has faced a spate security risks and operational challenges.

Just last week, Security Council members expressed concern at the resurgence of fighting in the Golan Heights and at the prospect of countries withdrawing their troops from UNDOF.  This followed the recent injury of two peacekeepers amid intense fighting in the area of separation.

Also, since early March UNDOF peacekeepers have twice been captured in the Golan Heights area and held for brief periods by armed groups. Each incident ended with the troops being released unharmed.

In addition, Austria – which contributes about one-third of UNDOF's troops – announced on 6 June its decision to withdraw its soldiers, reportedly citing a lack of freedom of movement and an unacceptable level of danger to its personnel.

Speaking to the press at UN Headquarters today, the Secretary-General's Spokesman, Martin Nesirky, announced that, regarding Austria's troop withdrawal, the Department of Peacekeeping Operations (DPKO) has requested the Austrian authorities to ensure that the Mission's operational requirements and the possible negative impact on implementing the mandate.

"Specifically, [DPKO] formally requested Austria to complete the withdrawal of its personnel no earlier than the end of July to ensure a smooth transition with incoming troop-contributing countries and a continued UN presence in critical UNDOF positions such a Mount Hermon," the Spokesman said.

In view of the difficult conditions on the ground, Mr. Nesirky said, Austria was also requested to leave all its equipment within UNDOF. "This equipment is essential to support remaining and incoming peacekeepers in the implementation of the Mission's mandate, he continued, adding that DPKO is "urgently approaching possible troop contributing countries to replace Austria."

"The Department of Peacekeeping Operations says that it trusts that Austria, given its long-standing and valuable contribution to the Mission, will keep the interest of the Mission at heart while withdrawing its personnel," he said.

In his report, Mr. Ban calls on all parties to the Syrian conflict to cease military actions inside the country, including in the UNDOF area of operation. Further, he says the threats by Syrian leaders to act against Israel on the Golan undermine the Disengagement Agreement

Mr. Ban says also he remains "deeply concerned" about incidents involving UN personnel on the ground, and stresses that the safety of UN personnel is essential for UNDOF to continue to implement its mandate under difficult conditions.

"It is equally critical that the Security Council continue to bring its influence to bear on the parties concerned to ensure that UNDOF is accorded the ability to operate freely and securely within its area of operations in order to be able to carry out its important mandate," the UN chief adds.

Warning the real figure is likely to be much higher, the United Nations human rights chief today announced that the death toll in Syria is nearly 93,000, with more than 5,000 people killed a month as the situation in the country has "deteriorated drastically" over the past year.

"The constant flow of killings continues at shockingly high levels – with more than 5,000 killings documented every month since last July, including a total of just under 27,000 new killings since 1 December," Navi Pillay, UN High Commissioner for Human rights, said in a <"http://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=13447&LangID=E">news release.

According to an analysis carried out by data specialists on behalf of the UN Human Rights Office (OHCHR), at least 92,901 people were killed in fighting between the Government and forces seeking to oust President Bashar Al-Assad between March 2011 and April 2013.

"Unfortunately…this is most likely a minimum casualty figure. The true number of those killed is potentially much higher," said Ms. Pillay, urging the warring parties to declare an immediate ceasefire "before tens of thousands more people are killed or injured."

The latest compilation updates a figure of 60,000 documented deaths during the time period up to 30 November 2012.

About 80 per cent of the victims documented are male, with the sharpest increase in deaths since November 2012 in Rural Damascus and Aleppo.

The Office also documented the "the killings of at least 6,561 minors, including at least 1,729 children under ten years old."

"There are also well-documented cases of individual children being tortured and executed, and entire families, including babies, being massacred," Ms. Pillay said, adding that along with the devastatingly high death toll, this is a terrible reminder of "just how vicious this conflict has become."

Secretary-General Ban Ki-moon, in his latest report on the status of children in armed conflicts, cited verified reports that Syrian children are killed or injured in indiscriminate bombings, shot by snipers, used as human shields or victims of terror tactics.

"Civilians are bearing the brunt of widespread, violent and often indiscriminate attacks which are devastating whole swathes of major towns and cities, as well as outlying villages," Ms. Pillay said today noting a "drastically deteriorating pattern of the conflict" confirmed in a report by the Commission of Inquiry on Syria.

"Government forces are shelling and launching aerial attacks on urban areas day in and day out, and are also using strategic missiles and cluster and thermobaric bombs," the UN human right chief said.

She added, "Opposition forces have also shelled residential areas, albeit using less fire-power and there have been multiple bombings resulting in casualties in the heart of cities, especially Damascus."

Analysis of the latest death toll was carried out on behalf of OHCHR by the non-profit organization, Human Rights Dana Analysis Group, which compiled datasets from the Syrian Centre for Statistics and Research, the Government of Syria (up to March 2012 only), the Syrian Network for Human Rights, March 15 Group, the Syrian Observatory for Human Rights, the Syrian Revolution General Council, the Syria Shuhada Website, and the Violations Documentation Centre.

Information from the eight different sources resulted in a combined list of 263,055 reported killings, fully identified by the name of the victim, as well as the date and location of the death, OHCHR said. Any reported killing that did not include at least these three elements was excluded from the list.

Each reported killing was then compared to all the other reported killings in order to identify duplicates, resulting in 92,091 documented cases of individuals killed.

The statistical analysts who produced the report noted that there is "a strong likelihood" that a significant number of killings may not have been reported by all eight sources and that 37,988 reported killings containing insufficient information were excluded from the analysis.
