AMERICA'S GREAT OUTDOORS
Hike with your kids on the Pacific Crest National Scenic Trail.
Zigzagging its way from Mexico to Canada, the 2,650-mile Pacific Crest
Trail was designated as a National Scenic Trail by Congress in 1968.
The BLM manages 180-miles of the trail, primarily in the south half of
the state. This trail boasts some of the greatest elevation changes in
the National Scenic Trail System and is popular with thousands of
hiker and equestrian users. Whether you visit for a few hours or for a
few weeks, you'll surely find a uniquely Californian scene that will

"BLM, Tribes Continue Dialogue on Hydraulic Fracturing Rule" (BLM,
06/13/13) Building on the eight outreach sessions held last year with
Tribal communities and the 22 formal one-on-one tribal consultations,
the Bureau of Land Management (BLM) has scheduled two additional
regional outreach meetings with Tribal representatives to discuss how
the Bureau's proposed hydraulic fracturing rule would strengthen oil
and gas operations on Indian trust lands.

"BLM Extends Public Comment Period on Proposed Hydraulic Fracturing
Rule"(06/07/13) The Bureau of Land Management (BLM) announced today
that it is extending the public comment period on its proposed revised
rule to regulate hydraulic fracturing for oil and gas on public and
Indian trust lands. Notice of the 60-day extension, which extends the
comment period deadline to August 23, 2013. The high level of interest
in the rule, which is the first update of these Federal oil and gas
regulations since the 1980s, prompted the extension.

"BLM Reopens Comment Period for Proposed Commercial Oil Shale
Regulations" (BLM, 06/13/13) In order to facilitate greater review by
the public and key stakeholders, the Bureau of Land Management (BLM)
announced today that it is reopening the public comment period for
proposed revisions to its commercial oil shale regulations. Notice of
the new 30-day comment period is published in today's Federal
Register. Public comments will now be accepted until July 15, 2013.

WILD HORSES AND BURROS
"Sterilize Wild Horses to Cut Population" (The Sacramento bee,
06/06/13) The federal government should do large-scale drug injections
of wild horses to make them infertile, according to a highly
anticipated recommendation from the National Academy of Sciences. The
report released said the Interior Department's strategy for wild
horses is making a bad situation worse. The government has rounded up
nearly 50,000 wild horses and put them in corrals and pastures. More
of America's wild horses are now in holding facilities than estimated
to be roaming the wild, in what the National Academy of Sciences
called a failure to limit the animals' fast-growing numbers.

"BLM Welcomes National Academy of Sciences Research Committee's Report
on Wild Horse and Burro Management Program" (BLM, 06/05/13)
The Bureau of Land Management welcomed the findings and
recommendations of a 14-member committee of the National Academy of
Sciences (NAS) that reviewed the BLM's wild horse and burro management
issues over a two-year period. The resulting report, entitled "Using
Science to Improve the BLM Wild Horse and Burro Program: A Way
Forward," was commissioned by the BLM, which requested the NAS to
perform and prepare an independent assessment of numerous
scientific-related issues related to the agency's management of wild
horses and burros on Western public rangelands.

"Wild Horses, Burros Available for Adoption at Napa Mustang Days"
(BLM, 06/03/13) Residents of the Napa Valley and surrounding areas
have the opportunity to adopt a wild horse or burro and enjoy a day of
family fun, when the Bureau of Land Management and Napa Valley
Horsemen's Association host Napa Mustang Days, Friday, June 14,
through Sunday, June 16, at the Napa Horsemen's Association Grounds,
1200 Foster Rd., in Napa. Events get underway at 3 p.m. Friday, with a
preview of animals available for adoption.

"BLM Announces ISDRA Subgroup Public Meeting" (BLM, 06/13/13)
The Imperial Sand Dunes Recreation Area (ISDRA) Subgroup to the Desert
Advisory Council (DAC) has scheduled a public meeting for June 27,
2013, at the Bureau of Land Management (BLM) El Centro Field Office,
1661 S. 4th St., El Centro, CA 92243 from 4 to 6 p.m. The meeting will
provide the public a final opportunity to discuss the final ISDRA
business plan and to formulate recommendations for presentation to the
DAC in July. Public safety will also be discussed.

"Feds Propose Fee Increases for Glamis Dunes" (The Press Enterprise, 06/07/13)
Off-roaders would have to pay more to use the popular Glamis
off-highway vehicle area under a federal plan to halt a financial
hemorrhage and maintain public safety services."We know we're not
providing everything we should be providing now. We're also
overspending. Over the last three years, on average, we overspent by
$562,000," said Neil Hamada, dunes manager for the U.S. Bureau of Land
Management.

"Planning for Access at Case Mountain" (BLM, 06/11/13)
The Bureau of Land Management's (BLM) Bakersfield Field Office is
planning a public meeting in early July, date and location to be
announced, to present alternatives for managing Case Mountain. The
alternatives are being developed using feedback from a public workshop
held in Three Rivers on May 29 where plans for the BLM-administered
public lands were discussed.

"Campers Need Permits, Caution With Fires" (The Sacramento Bee, 06/03/13)
Summer outdoor enthusiasts need to be careful while visiting the
region's national forests, officials say. Campfire permits are
available for free at any U.S. Forest Service, U.S. Bureau of Land
Management or California Department of Forestry and Fire Protection
office. The permits are good until Dec. 31 of each year and allow the
holder to build a safe campfire where and when they are permitted,
according to a Forest Service news release. They also allow the holder
to have a charcoal fire and a portable gas stove.

"Interior Announces Nearly $400 Million in PILT Payments to Rural
Communities for Police, Fire and Schools" (DOI, 06/13/13)
As Part of the Obama Administration's commitment to rural communities,
Secretary of the Interior Sally Jewell today announced that about
1,900 local governments around the Nation are receiving a total of
$399.8 million under the 2013 Payments in Lieu of Taxes (PILT)
program. The PILT program compensates counties and local governments
for non-taxable federal land in their jurisdictions.

"BLM Announces Summer Lecture Series at Headwaters Forest Reserve"
(BLM, 06/11/13) A series of free summer lectures about local history
and natural resources will be offered by the Bureau of Land Management
(BLM) at the Headwaters Forest Reserve Education Center on various
weekends beginning June 15, and continuing until mid-October. Seating
is on a first-come, first-served basis. The education center is about
a half-mile from the parking area at the Elk River Trailhead southeast
of Eureka.
