Amtrak Contract (PRIIA 209) signed by Washington and Oregon
WSDOT signed and executed the Federal FY2014 Amtrak service agreement on Sept. 20, 2013. The Oregon Department of Transportation (ODOT) followed with contract approval on Sept. 23, 2013. The agreement took effect Oct. 1, 2013, reflecting the requirements and costs for the new Passenger Rail Investment and Improvement Act (PRIIA) 209.
Washington State Rail Plan Public Review Draft now available
The purpose of the Washington State Rail Plan is to outline a strategy for addressing changes in rail transportation and provide a blueprint for ensuring the continued movement of people and goods on the rail system in support of a healthy economy. Consistent with federal and state requirements, the plan describes what is working well, identifies the challenges, highlights policy priorities and sets a course for state action and investment to ensure that these vital services continue to meet transportation needs in the future. The plan is based on technical analysis as well as input received from rail owners, operators and users, Tribes, government agencies, community groups and individuals during six workshops and more than 30 briefings. The comment period is open Sept. 30-Dec. 2, 2013. A comment form is available for additional feedback at this link: www.wsdot.wa.gov/Rail/Input.htm.
Pacific Coast Collaborative work plan for high speed rail
WSDOT joined British Columbia, Oregon, and California in providing information for the Sept. 22-24, 2013, meeting of the Pacific Coast Collaborative. There was agreement that the jurisdictions should continue current efforts to improve or expand passenger rail within existing funding. The group is not recommending additional feasibility studies to fully connect the region from San Diego through Portland and Seattle to Vancouver, B.C.
Public viewing of Oregon's new trainsets on Oct. 19
Oregon continues to work with Talgo and Amtrak to enter Mt. Bachelor and Mt. Jefferson trainsets into revenue service. The public can tour one of the new trainsets at a special event on Oct. 19, 2013, at Union Station in Portland.
Amtrak Cascades schedule changes due to construction
More rail construction means more schedule changes for Amtrak Cascades. Some trains are unaffected, some will depart 20 minutes earlier, and others will arrive 10 minutes later. Passengers will be notified by a service alert on AmtrakCasacades.com, Amtrak.com, and Amtrak Cascades Facebook.
Rail Director to lead nationwide work group on capital equipment investment
Ron Pate will chair a work group to develop an equipment capital charge investment plan and cost justification for intercity passenger rail progafrail prorams. The purpose of the effort, part of PRIIA implementation, is to develop a five-year capital investment program that is acceptable to Amtrak and the states. The program will be designed to list the activities needed to maintain intercity rail equipment in safe and reliable condition throughout its expected useful life. The program will be sufficiently comprehensive, detailed and justified to allow states to objectively verify the need for work performed, quality of the work, and its costs. The work group, composed of state officials, Amtrak, Federal Railroad Administration and AASHTO, will conclude the effort in early 2014.
Capital Program project highlights
  • Equipment acquisition
    WSDOT entered into a multi-state agreement with Illinois, California, Michigan, and Missouri to purchase up to eight new locomotives. These next generation locomotives will meet new specifications, providing a more reliable locomotive with lower emissions and fuel costs.  The manufacturing contract will be awarded in early 2014.

  • Rail projects
    Nine of WSDOT's 20 federally funded projects to improve Amtrak Cascades service are under construction or complete.

    Completed projects, totaling $41 million, are listed below:

    1. King Street Station seismic retrofit - $16.7 million
      • Strengthens the main building and clock tower to better enable the facility to withstand earthquakes. 
      • Completed June 2013.
    2. D to M street Improvements – $21.3 million
      • New track and signal work between Lakewood and Tacoma that accommodates Sounder and Cascades services.
      • The new line opened to service October 2012.
    3. Everett Storage Tracks – $3.5 million
      • New departure and receiving tracks at the Everett Delta Yards relieve freight congestion and conflicts with passenger trains.
      • Completed December 2012.
Projects under construction, totaling $209.9 million, are listed below:
  1. Vancouver Rail Yard Bypass - $27 million
    • New bypass track reduces congestion through the busy BNSF Vancouver rail yard.  The project also relocates a mechanical building and turntable along the new bypass alignment.
  2. Corridor Reliability Upgrades – South – $86.6 million
    • Provides improvements along the entire BNSF mainline corridor infrastructure between Seattle and Vancouver, Wash., increasing schedule reliability by improving track quality and reducing slow-orders.
  3. Advanced Wayside Signal System – $57.4 million
    • Replaces legacy components with new digital equipment and new individually controlled switches, creating a more reliable and safer signaling system.
  4. Corridor Reliability Supplemental Work – $16 million
    • Provides slope stability and slide containment at select locations between Seattle and Everett, reducing service impacts.
  5. Port of Vancouver Port Access Improvements - $15 million
    • Provides a new access to the Port reducing the conflict between freight and passenger trains.
  6. Tukwila Station – $7.9 million
    • Constructs a new train station at Tukwila, Wash., that will be used by Sounder and Cascades Services.
